Barney the Dinosaur is the titular main protagonist/antagonist of the many memes relating to the titular main character from the Barney and Friends franchise of the same name.
He is a dinosaur from the popular children's show "Barney and Friends", quickly being despised by both older children and adults alike, has been often depicted as being very evil in parodies as a result, usually as a vicious, people–eating monster and/or a child abuser, most notably on the Jihad To Destroy Barney where he is depicted as a demon who leads an army of demonic creatures and sponge minions (people converted to his cause by his television programming) and other such websites.
The notion that the show is saccharine, boring, annoying, sugary, dangerous and/or uneducational has made the program an immensely popular target for ridicule by people everywhere of all ages in the United States and elsewhere across the world. He has occasionally been depicted as being extremely powerful as well, although in general this is associated with him being a demon or some other supernatural entity.

The Barney Bunch is a group of homosexual rapists which Barney is a member of. However, despite being the namesake of the group, he is not the leader; the leader of the Barney Bunch and its gayest member is Drew Pickles. Some people have even rewinded his song and made up the lyrics to make it seem extremely vulgar and utterly absurd.
