Boris Nikolayevich Shepunov is a character in the HOI4 mod, The New Order: Last Days of Europe, which is a major villainous antagonist in the Chita Mikhail II story if the player choses to play as the Chita Principality

Biography[]
Boris Nikolayevich Shepunov is, and has always been, an uncompromising man.
A stringent anti-Bolshevik ever since the term had meaning, he fought with Grigory Semyonov during the Civil War, becoming a lifelong confederate and protegé of the great Ataman, and followed him into exile in Harbin following the fall of the Transbaikal. There, searching for both logistical and political support for the White movement, he aligned himself closely with Japanese interests, accepting a position within the Japanese-sponsored Bureau of Russian Émigrés. There, he worked to organize training courses on the capabilities of the Soviet Union, hoping to find something to assist in defeating them.
With the collapse of the Union, and the triumph of both Germany and his Japanese backers in the Second World War, he thought that chance had arrived. He was wrong, but it was not long before he, together with Semyonov and some of his former students, devised a plot to lure a Romanov princeling to Harbin. The success of the plot and the installation of Mikhail II as the 'Puppet Tsar' of the Far east did much to advance and legitimize the White cause, but the collapse of the alliance of convenience with the fascists shattered his dream of a glorious advance, and left him little more than yet another Russian warlord.
In the wake of the consolidation of the Far East and the Ataman's death, however, he has finally managed to rise to become the most important military official in Eastern Siberia, and with the collapse of the Loyalist plot to empower Mikhail has secured political power as well. Though he knows that another figurehead must be found to keep the illusion of empire alive, for now he is content to rule as Regent, and let the many people who have underestimated and dismissed him understand the folly of their actions. Boris Shepunov becomes a major character after 2 weeks from the start of the Chita campaign showing that Ataman Grigory Semyonov is about to die and chooses him to be the new head of government and hopes that he can be a good leader which in fact is a lie. He becomes the new Head of Government of Chita and when you are completing focus trees, you see Shepunov's questionable actions of using slave labor from all the enemies you conquered to extract Russia resources and giving it to Japan to make him, his allies, and Mikhail II rich while not caring the poor condition his people are in, making Jewish people's lives miserable, and ruthlessly purging any dissidents that exposes his evil actions declaring Martial Law.
Mikhail II can spend political power to gain influence and loyalty from the government stripping Shepunov's power until he gets a hold of this when you reunify Russia.
If Mikhail II manages to gain enough Political Control, there will be an event where Shepunov will confront Mikhail II knowing what he is doing and telling him he is and idiot for trying to do this. Then he orders one of the guards he thinks he is loyal to him to arrest and prepare for his deportation which fails and many guards rush in to arrest him instead showing their loyalty for Mikhail II and breaks down and bluffs to Mikhail of his lenient punishment to him
If the Player fail however, Shepunov will arrest and deport Mikhail II and replace him with his naïve and easy to manipulate Uncle Nikita I, where its implied he still continues doing his heinous crimes
Personality[]
Boris Shepunov is a standard Corrupt, Materialist, Racist, Power Hungry politican that serves to be a Monarchists just to have an opportunity to have a government role that is powerful enough so he can enrich himself by selling all of Russia's resources to Japan to benefit him and his allies and not the people. He also has no remorse for his actions making him a sociopath since he only cares about himself and his wealth when the player manages to get out of his control.
He is shown to be very cowardly of one event of you defeating Chita as Amur is that he is begging for the Vozhd Forgiveness to not kill him, while if Chita defeats Amur, he does not hesitates to order to kill Rodzaevesky
Trivia[]
- He shares a lot in common with Mikhail Oktan of how focus they are with money
- He can become another Genocidal Villain when playing as Rodzaevesky if the player chooses to spare his life and can take on Rodzaevesky's henious crimes with no remorse
- He does become a minor character though under a Rodzaevsky playthrough having no influence in politics.
