Proxy Devils

Proxy Devils are villains who commit a majority of their crimes using their minions/objects, either by manipulating, ordering or forcing them to commit evil. It's not necessary for a villain to have all of his crimes be ordered to qualify for this category, as they can still do some of them themselves. The only requirement is to have a good portion of their crimes be done via manipulation/ordering. they are the direct opposite of Rogues.

Good examples of this category are Crime Lords, Leaders, Monarchs, Monster Masters and other people in high positions of power who are able to convince several people to do the job for them.
