Villains who have committed criminal acts during war, such as destruction of property, unlawful imprisonment, torture, rape, unethical experimentation, or in extreme cases, use or distribution of chemical or biological weapons, mass murder and genocide.

War criminals are typically part of the military, be they soldiers or commanding officers. Many war criminals are terrorists since they seek to change the world socially, religiously, or politically by committing wartime atrocities. War criminals may also be warlords or warmongers.
