Owen Routh: Sir Topham Hatt. Born into money, he took his ridiculous name to heart and started wearing a top hat all the time. Of course, we "Islanders" had a different name for him.
Keith Hartley: Fat B-stard! You've never met such a cold-hearted c-nt as him. He banned all steam engine volunteers, cut most of the rail employees. Shut down the branchline and the similar stations. He was happy to let the railway rust away, just like he did to the mainline!

0% Approval Rating refers to characters who are completely loathed within their universe. Basically, nearly all in-universe characters are aware of how evil the villain is and hate them as a result, with hardly anyone actually seeing the villain positively.

Some common examples are Tyrants who run their country in a opressive and abusive way, infamous criminals who are feared by the world, or just regular villains that nobody likes.

Their opposites are heroes who fall under the 100% approval rating.

Notes:[]

  • A villain doesn't necessarily need to be a Hate Sink to qualify, sometimes even comic reliefs and/or morally ambiguous characters can qualify if they're truly hated by everyone, even if they were just falsely accused.
  • If a villain is respected by their minions and/or loved ones, but is still hated by everybody else, they can still qualify for this.
  • Also, a villain doesn't need to be that infamous, normal villains who are only hated by a small group can qualify if nobody else is aware of them.
  • Groups like organizations, species and teams can also count if most/all members and leaders are hated by everyone.
