Charles W. Wilkins, more commonly known as Charles Wilkins is a supporting antagonist in What If He Had Won? and a major antagonist in Black Phage. He is the former leader of the Experimental and Science Divisons who had succeeded Winner Legion as the leader of the Galactic Council.
Personality[]
Charlie has shown himself to be a person of his ideals, and a person who is truly devoted to his beliefs, even if that means getting in the way things, and whilst not an outright egotist, he is one who at the end of the day sees his work as a great thing, though despite he is still someone who wants what is better for the world and others, however is willing to "Cross the line" to achieve it. Despite his initial villainy, Charlie had never truly opposed or was aggressive to his rivals and managed to retain his friendship with Smith during the government crises.
Charlie had also shown himself to be a great public speaker, and someone who can appeal to many, and was also someone who had great plans of reform for society, and would eventually realize the error of his way, and redeem himself after establishing the Trans Solar Government, Charlie would attempt to truly make up for his crimes by reform, and even stated he had felt remorse for many of his experiments

During a meeting with Legion, Charlie would talk with him regarding the experimentation, and would present an offer to legion about a new potential weapon, however he would state that he would need test subjects, but he would make it clear that he would only be willing to test on death row, or life imprisoned inmates, and had eventually managed to strike a deal with Legion.
In the next scene, he would request many prisons to be sent to his lab and test sites, most notably from Legion and Smith, both of whom had delivered the prisoners, roughly around 300-400 prisoners, and he most begin developing the weapon, first making sure that the staff were safe, and then would begin his experimentation. The majority of the prisoners had died due the highly corrosive state of the weapon, and those that survived would suffer great injures, Charlie would take note of this and would modify the chemical, and after the success he would deliver on his promise and free those prisoners who had survived with minor injuries.
In the next scene, he would inform Legion about the success of the project, and would presumably go on document it.
