Colonel Jack Samuels is the overarching antagonist of the 2019 fanmade series Road to Heaven appearing as the main antagonist of the third episode. He is a militant working with The Agency as their superior.
History[]
Colonel Samuels was a war hero whom sought to secretly bribe The Agency into wiping out the village of Texas where the cowboys live and he is bent with making lots of money with his plans. He at first sits in a meeting with Sheriff Coulson and reveals that The Agency work for him, as he is their secret benefactor. As the Sheriff and Mr. Angel refused to surrender to him, he ordered them killed. However, Tom McCoinner came to rescue Coulson and after he did so, he shot Colonel Samuels and abandoned him in a forest while he was dying.
