Legion's Empire, the Council of Legion, the governing body of all that is controlled by Legion
~ Narration about the Council

The Council of Legion, also known as Legion's Empire are the main antagonistic faction of Main Antagonist of Tales of Shocker: The Movie, lead by Legion it is the governing body of Legion's Empire, made up of him and his Advisors and Generals, it also serves as the primary opposition to Fire-Electron's Electric Empire.

History[]

Founded at an uknown time by Legion, it was made as the official governing body of Legion's Empire and thus served as that, the council prioritised not nessecarily conquest, but also production, aiming to become the number one supplier of Technology, Robotics in the Galaxy under Legion's vision, which was a success story

At the events of the Movie, the council is first seen during Legion's first scene, where they discuss the economic situation, and discuss the situation with empire that rules over the solar system z, eventually they would come to an agree to sign a peace treaty with the empire, where they would call over ambassadors, which would result in an armistice between the two powers, one of the most important points of the treaty would be that the empire would be not allowed to militarize the Planet Xoros

Next, Legion's generals would inform him of the fact that the Empire had did infact militarize Xoros, and thus breaking the treaty. Realizing that he could use it as an excuse to invade Solar Sytem Z and seize it's resources, Legion offers an ultimatum for the empire with a list of demands practically impossible fufill and a 24 hour period to fufill them. Upon their failure, Legion orders a full scale invasion against the empire, sweeping through Solar System Z, Legion and his forces slaughter the armies of the Empire, bombing their cities to rubble. Legion decides to make sure the Empire won't forget this day, and thus in looking for a swift victory, engineers a deadly plague bio weapon, unleashing it on the planets of the Empire, including their capital planet, this caused their cities to be completey rid of all life, eventually getting to their capital city, causing the Empire to announce a total surrender. During negotiations, Legion would have the Emperor sign an extremely unfair treaty, which demanded 90% of the Empire's income, had them abolish all of their army, and essentially be forced to become a vassal state of Legion and his Mechaoids, this also gave him every resource the empire had, essentially turning many of their now lifeless planets into massive mining fields

As Legion scouts the galaxy for resources, he finds out about Kepler, the planet with the richest resources in the entire universe, Legion orders his Council to find out as much about the planet about possible. The Council does as much research unto the Planet as possible, even sending spies on Kepler to learn of the situation. Gaining information about Kepler and it's rulers, including Fire Electron, the Electric Empire, and the defensive cabailities and potential weaknesses, the council would go on to inform legion of it soon enough

The Council soon enough meets with Zo'org, under the intent of weakning Kepler's military, Legion agrees to fully supply him and his operations, giving him whatever means neccessary to conduct his terrorists attacks on Kepler's Moons, leading to him destroying one of them and a showdown on the second one, in which he fails to destroy such moon, and eventually redeems himself, however after the battle, Legion deems Kepler to be weakened enough and thus launches his invasions.

Whilst causing damage, Legion's invasion of Kepler is eventually repelled by the Electric Empire's forces, despite this, Legion had actually managed to win his battle against Fire Electron and Zeus, however, Legion saw the defeat, letting Fire-Electron go out of honour and calling off the invasion.

Once Legion had learned of the Cthutotem, he had it the top priority to get the ancient object, and use it's reality warping powers to destroy and recreate Kepler in his image as a mining planet, and begun to plan on how to get it, once having realizing the story's heros, Fire Electron and Zeus were going over it, Legion stages an ambush, letting the heros take him to the Cthutotem, once having locted it properly, Legion orders his armies to go attack Fire-Electron and Zeus, and to take the Cthutotem if possible, going through with the ambush. Eventually, Legion and his army is defeated at the battle in the jungles, and the Cthtutotem destroyed, Legion leaves the planet in dissapointment.

Legion at the end of the movie offers Yaldabaoth an alliance, thus presumably making him an ally of his empire and teasing a sequel
