Governor Rodger Maxwell is a major antagonist in the redux version of All For Luz, serving as the main antagonist of Season 1.
He is the genocidal governor of Connecticut who is working for Tyler Wittebane in order to exterminate superhuman, running the death games in Reality Check Summer Camp, having done so previously a decade ago.
Personality[]
Rodger Maxwell exhibits even worst qualities than the original version, becoming a smug sadist with an extreme hatred of superhumans. He shows to be someone with high ego and belief on his ideals, with a contempt of nearly everyone else around him, and shows extreme racism and sexism, having written a manifesto of racist rhetoric.
Maxwell exhibits a massive amounts of hypocrisy, claiming to find sexual stuff between teens disgusting and finding Tyler creepy for trying to marry off his 14-year-old daughter to a man 20-years her senior, while it is all but said he raped a teenage girl the same age twelve years ago, while justifying it due to her skimpy clothing. Maxwell also has a family who he exhibits a small amount of concern about due to two of them having quirks, despite dedicating himself to exterminating them. Despite that, Maxwell continues working for Tyler purely for greed and sadism, caring little for anyone else, and is willing to kill his own allies for the slightest reasons.
As a Nomu, he has mostly become a mindless beast who is unable to think and speak for himself.
Biography[]
Past[]
Nothing is known about Rodger Maxwell's life, besides the fact he was born in 1975 and is married with a three year old son, and has a six year old niece, who recently had quirks. The republican governor of Connecticut, 12 years before the events of the story, Rodger Maxwell worked with Tyler Wittebane and the Witch Hunters Association in exterminating superhumans when they began popping up.
Hosting the death games on a group of kids, all of them were eventually killed apart from two, Johan Smith, who later becomes Tyler's personal assassin, and Amy Thatcher, a fourteen year old who was pregnant, with it being heavily implied that Maxwell was the one who raped her, who would later give birth to Arla Thatcher.
Summer Camp Saga[]
Quirks popped up again, this time on a global scale, Rodger made another death game with Tyler Wittebane and their mysterious benefactor supporting him. Going to Reality Check Summer Camp, Rodger Maxwell threatens the head counselors family, including his child, Masha Johnson, to force him to go along, while claiming that he has the governments support. Gaining access to the camp, Rodgers ambushed the bus carrying the awaiting kids, kidnapping the 33 superhuman kids, including Luz Noceda, while killing the 7 non-superhuman kids, along with the chaperone and bus driver.
Bringing the 33 kids to the camp grounds, Maxwell reveals his intention to have them all fight to the death, splitting them in three teams, and promising the winning team one billion dollars, when in fact he'll simply carpet bomb them. He also executes one of his own men for showing disobedience by shooting too early, and doesn't even react when his best friend is killed in an attempted assassination.
As the kids went off in the sadistic games, Maxwell sat enjoying it at a distance, while also hearing about, and being happy over the Governor of Texas, Greg, being killed as he owe him money. After reminiscing about the past games, he is told by Tyler Wittebane to end the games early on behalf of their benefactor: Emperor Belos. Instead of bombing them, Governor Maxwell decided to do something more sadistic, kidnapping the families of two of the teams and forcing them all to kill each other. The mass slaughter eventually ends as Luz Noceda is taken over by the All For One ability, and massacres the remaining students, with only herself, Julia Wittebane and Emilia Worstoch surviving as the base is stormed by the government and are rescued and Maxwell Rodgers is arrested.
Sitting in his prison cell, waiting for Tyler to use his connections to bail him out, he is instead visited by Jonah Smith, sent to assassinate him on behalf of Tyler for his failure and being a loose end. Jonah proceeds to suffocate the former Governor before killing him with a stomp to the head.
Hunt for the Wittebanes Saga[]
After his death his replacement, Adrian Rogers, and Luz, who has become the superhero Luzura, use his corpse in Project N to create the first successful Nomu: Mr. Silent. He is later unleased onto Austin, Texas, where he murders Senator Burns and almost kills his teenaged daughter Monica, until Magnessa arrives to fight him. Magnessa is able to kill him but not before cut off her arm and destroys several buildings, killing many.
Governor Rogers takes his body back for the scientists of Project N to repair him. However, Luzura deems Mr. Silent a failure and intends to have him destroyed after taking back his Quirks.

Initially a Quirkless man, when Governor Maxwell was transformed into a Nomu after his death, he became a far more direct threat in combat. Unlike most of the characters in All For Luz, Mr. Silent is one of the few villains to have multiple Quirks, as a result of them being transferred by Luzura from three different people. These Quirks include:
- Arm Blades - The Quirk allows Mr. Silent to project giant scythe-like blades from his wrists. This power was originally from Jean Pierce of Team Alpha Squadron.
- Adrenaline Stitching - This Quirk grants Mr. Silent a regenerative healing factor, as he is capable of regenerating missing limbs in a matter of seconds. However, he can only heal Mr. Silent's wounds if adrenaline is pumping through his veins and has only enough reserves for 6 hours worth. This Quirk was originally from a death row inmate.
- Cleave - This Quirk is a slashing attack that can be adjusted itself to the target's toughness to cut them down in one fell swoop. It originally belonging to Hilbert from Team Foxtrot.
Abilities[]
- Overall Power - Mr. Silent is a very powerful villain, and currently seems to be the strongest artificial human created by Project N. He was able to cut a building in half and kill several people with little to no effort, before it was put down by Magnessa, even though it cost her an arm. All that damage was done over a month before it was ready for field testing. Its bio-enhancements grants him superhuman strength, speed and durability.
- Immense Strength - Mr. Silent possesses a high degree of immense strength. He is capable of tearing people apart like paper, throw cars and create small craters in the ground with ease. His strength was enough to give Magnessa some trouble.
- Immense Speed - Despite his hulking size, Mr. Silent is extremely fast, able to kill Senator Burns before he could draw his pistol. He was also able to keep up with Magnessa in their match, until Magnessa started going beyond her limits.
