Ivan Alexandrovich Serov is a character in the Hearts of Iron mod The New Order: Last Days of Europe, serving as a minor or occasionally major antagonist in the Russian state of Komi storyline, a potentially major or even main antagonist of the larger Russian warlord Russian storyline, and the villainous protagonist if the player chooses to play his route.
Serov used to be an important NKVD agent for the now defunct state of the Soviet Union and was one of Suslovs' right hand man and main protector of the Communist Party of the Komi Republic. But he had came up with the idea that the reason why the Soviet Union collapsed was of the minorities living alongside the majority Russian population caused it to stagnate and made his own Xenophobic version of communism naming it "Ordosocialism" which he tries to get Mikhail Suslov to approve where he doesn't and is forcibly expelled for his "revisionism" and joins the far-right Passyonarity coalition of Komi and starts his own party against his former friend. Once he is chosen as the leader of Russia, he is shown to be a very xenophobic dictator, heavily detracting from the quality of life for non-Russian ethnic minorities, making it one of the worst stable paths for Russia.

Before Game Start[]
Ivan Alexandrovich Serov was born in Moscow to an impoverished rural peasant family and then his life would change when the Russian Revolution of 1917 would take place. He joined the side of the Soviets becoming what the Soviet Union wanted: a young, devoted and loyal follower of Marxist-Leninism and a proud Patriot. He quickly rose the ranks of the Communist party and became an NKVD agent.
His career would suddenly come crashing down however after Germany defeated the Union and he was forced to relocate to the warlord state of Komi which he was recruited
In Game[]
Serov is introduced aligned with the Komi Left faction, under the leadership of political mastermind Mikhail Suslov. However, the Nazi defeat of the Soviet Union under Nikolai Bukharin's leadership have left seeds of doubt in Serov's mind as to the viability of the socialist and communist ideologies espoused by the rest of the Komi Left. Writing the Ordosocialist manifesto, Serov defines an eclectic fusion of far-right ultranationalistic social views with far-left collectivist economic views. Disturbed by the the challenge to the Komi Left faction's orthodoxy and the extraordinarily nationalistic principles laid out in the Ordosocialist manifesto, Suslov purges Serov and those aligned with his views from Left, leading to an embittered Serov's defection to the far-right Passionariyy coalition, led by the Eurasianist Lev Gumilyov.
With the rest of the Passionariyy, Serov collaborates and conspires to overthrow the chaotic Komi Republic and establish the State of Ust-Sysolsk in its place. During this phase, Serov competes with the likes of Sergey Taboritsky, Igor Shafarevich, and Gumilyov himself for control of the state. Several outcomes can proceed from here - Serov's defeat and subsequent exile, Serov's total victory over his fellow Passionariyy members through political influence, or coming to power through a political alliance with Igor Shafarevich's "compassionate conservative" faction.
Once in power, Serov commences the application of his Ordosocialist principles to Western Russia, and perhaps even all of Russia if he is successful in reunifying the nation. Minorities are classified as "hereditary reactionaries" that are unable to achieve true socialism, as opposed to ethnic Russians. This is shown through systematic discrimination of minorities by Serov's regime, such as an instance where upon the reunification of western Russia a socialist "People's Provisions Package" excludes the participation of ethnic minorities such as Armenians in the program. While not outright exterminated en masse, it is blatant that life under Serov's leadership for ethnic minorities in Russia will be a thoroughly unpleasant one.
Serov's reign is also hallmarked by heavy political repression against non-Ordosocialist factions. Serov holds a special grudge against the standard leftist and communist Russian warlord factions due to his bitterness over Suslov's rejection of his manifesto, regarding them as too "weak" to accept Ordosocialism, and further denouncing his leftist ideological detractors as "Suslovite internationalists." After reunifying Western Russia, Serov embarks on a massive political purge and repression of anyone not Ordosocialist-aligned, left wing and right wing alike. Serov also heavily campaigns against "cosmopolitanism," seeking to curb the excesses of urban bourgeoisie through forcing citizens to wear near identical fashion through his cultural programs and reducing state-distributed food to be extremely bland.
On the economic and international side of things, Serov is similarly repressive. He heavily ties the Russian economy to the international black market and the heavily decentralized Swiss economy, having his agents engage in international drug and human trafficking. It is mentioned those trafficked as slaves may include political opponents and ethnic minorities. As for foreign policy, Serov is just as underhanded, installing Russian agents in the neighboring Nordic countries to bolster Ordosocialism's influence internationally. Furthermore in regards to Serov's proselytizing of Ordosocialism, Serov is able to intervene in the Oil Crisis towards the end of the game and send Russian weapons and volunteer divisions to help out similarly left-wing nationalistic factions such as the Ba'athists and Nasserists in the ensuing civil wars in the Middle East.

- Although he was a very brutal, ruthless NKVD agent and later the Head of the KGB, he never had these ideas in our timeline but his sheer brutality and his OTL personality fits well as a Commie Nazi Leader
- He could be seen to be a much more worse version of Eduard Liminov's politcal party the National Bolshevik Party formed after the Soviet Union collapsed along with similar movements fusing socialism and right-wing ultranationalism around the world such as the Italian Nazi-Maoists, the Belgian Jeune Europe and the American Larouche Movement
- He was very anti-Semitic in OTL while in the mod, no events show of his own anti-Semitism while his whole cabinet is filled with historical hardline communist racists who has a lengthy anti-Semitic record
- Even though there is memes of him hating Koreans he had an event of him wanting to purge all Koreans which was scrapped because ironically it was about to be a meme
