Joseph Robinette Biden Jr is a major antagonist in the United States storyline in the Hearts of Iron 4 mod The Fire Rises. He is the main antagonist of American Constitutional Government playthrough and the main protagonist if the player chooses the Union of America path. He is an American Politician who previously served as the 47th Vice President and a Delaware senator from 1973 to 2000. During the 2024 election, he is selected as the Democratic nominee for president, which he can potentially be elected until the Second American Civil War inevitably breaks out.
Joe Biden can potentially either remain in Office and wait until the election is held for the Progressives, Democrats, Republicans, and Innovationists or could possibly go mentally insane and go down towards Totalitarianism, declaring himself as The American Caligula. This involves him becoming the villainous Protagonist of the Union of America, and if not the reunified United States, that involves him proclaiming the will of all Americans through him.

Pre Civil War[]
Joe Biden is introduced as the Democratic Party nominee for the upcoming 2020 Presidential Election. By the time of its announcement, the United States is in the midst of an ongoing political crisis. Should Biden win the delayed 2020 Presidential election, his short-lived Presidency focuses on securing his policies and legitimacy while there is enough time to prepare for the inevitable civil war, buffing his forces up, and having the potential to secure influence over Illinois. Should Biden lose the Presidential election, the player would have the option to strengthen Anti-Trumpist movements, having the option to increase the size of Communists, Neo-Nazis, or Pro-Biden supporters, who would eventually establish a Government in Washington.
Civil War[]
The Civil War begins once Wall Street crashes. With the Army severing its ties to the government and the rise of opposition groups across the United States, such as Donald Trump's Loyalists (or Constitutionalists) in Denver, the APLA in California, and the Patriot Front in New England. Once America is divided, Congress would refuse diplomacy to solve the issue, officially starting the civil war and beginning the conflict against the Constitutionalists, Until then the player will have to handle more fronts that add challenge into the experience, such as the Patriot Front which is a potential unifier in New England, and the National Socialist Movement which is a potential unifier in Michigan. Should Biden reach a final stage of his health, break the negotiations with corporations (Blow the Whistle), and fight anti-Americanism (Handling Recruitment issues) in the Union of America on handling Recruitment issues, and once Trump’s Government is defeated. He will have the option to grant himself emergency power (should the player go down the establishment tree), transforming the State from a Democracy to a Totalitarian Dictatorship to root out the traitors, becoming a Crazed Tyrant.

Caligula Path[]
After declaring himself a dictator, Biden takes on the nickname ‘The American Caligula’ due to his insanity and mass purges across the United States, even descending even further into insanity, subjecting the American populace to a wide variety of horrors. Political opponents (including former allies of Biden) are rounded up and executed. The player will have to complete either the focuses ‘The Eternal President’ or ‘Out of Many, one’ to ensure Biden lives; if not completing the two focuses, Biden would eventually pass away.
The living conditions under, The American people are placed under constant surveillance and subjected to indiscriminate violence and death, slavery is practiced, regime-loyal "Operation Zones" are established across the country, whole towns are wiped from the face of existence, and the internet as well as any other connections to the rest of the world are cut off from within, meaning that all information obtained from the Eternal Republic is collected by aforementioned refugees who fled before they could be others. Other programs installed by Biden's rule include transforming New York into a megapolis, which involves collecting scraps from cities to create the megapolis in New York City.
Reunification[]
Should the American Caligula reunify the United States, Biden will focus on consolidating his grip of power, that includes wiping out his enemies, increasing the amount of executions, and adding digital values that add up to the techno-supremacy held within the state (Should the player goes down the Eternal Republic focus tree), along with the potential to unify North America, and allow the player to use the justify wall goal decision. Towards the end of the American Caligula focus tree, Biden can step down and be succeeded by Robert B. Abrams, or for a 'small' election to be held. On the other hand, Biden can choose to remain in power using Technology to stay in office for eternity. Once the Physical Biden dies, the Ai variant of the President takes control.
