Judge Claude Frollo is a villain in the Character What universe.
Character What: The Adventures[]
In The Hunchback of Notre Dame episode based on the film of the same name, Judge Claude Frollo respire his role but with Shadow Aaron on his side. Twenty years later, Quasimodo now grew into adulthood and became the bellringer of Norte Dame, while Frollo became the Minister of Justice and almost complete over Paris' with a army of France soldiers. Frollo returns bell tower of Norte Dame, brought some food and begun with Quasimodo's usual lesson, Frollo became infuriated to learn that Quasimodo wants to attend to the annual Festival of Fools, He forbid Quasimodo to leave the bell tower to attend the festival, as it goes against his rules to never let Quasimodo leave the bell tower by means necessary. He admits his status of a public official and is required to the attend the festival, but doesn't enjoy the it at all. Frollo reminds Quasimodo that the outside world will never accept him into society due to his deformity and must remain in the bell tower for his own safety. At the Palace of Justice, summon Captain Phoebus from the war to become the new Captain of the Guard while King Louis IX is away at war, and after his pervious Captain of the Guards tortured as punishment for being a 'disappointment'. Frollo had Phoebus accompany on his campaign to rid the gypsies out of Paris in hopes to free from his damnation for killing Quasimodo's mother twenty years ago. Frollo also states that Gypsies have a hideout known as the Count of Miracles, but failed for twenty years into searching for the hideout. Though Phoebus is not easily convinced that Gypsies to be a actual threat and dismayed the way Frollo punishes his men for failure, he reluctant agrees to assist him. During the Festival of Fools, Frollo discovers a gypsy dancer named Esmeralda, who attracts with her beauty - much to his disgust. Shortly afterwards he discovers that Quasimodo had defy his orders and left the bell tower to attend the festival, Frollo is even infuriated that Quasimodo was ultimately crowned as the King of Fools by Clopin. When two of Frollo's guards named Brutish and Oafish start to throw a tomato, making several more soldiers throw fruit at him, which causing the crown turn against Quasimodo and begun throwing fruit at him as well. Several others to tie him down, and the continue to publicity attack him by throwing more fruit at him. Quasimodo begs Frollo to help, but refuses and allow the crown to continue to humiliating him as punishment for disobeying his orders, even delays Phoebus' request to stop the cruelty. Shadow Joe couldn't bare to see Quasimodo being tormented, so he shouts up in a echoing tone to order the crown to stop torturing Quasimodo. With the crown finally stop by Shadow Joe's request, Esmeralda approaches Quasimodo and apologizes for unintentionally exposing him in the public. Frollo is enraged when Esmeralda frees Quasimodo, despite Frollo forbidding her to do so. She accuses Frollo for his cruelty for not of stopping the torture sooner and for not speaking of justice to those most need of his help. Frollo tries to silent her but she refused, he warms her that she with pay for this defying him. Esmeralda chose to defy him once again when she says that Frollo is the real King of Fools. Angered by this, Frollo orders Esmeralda to be arrested. Esmeralda used her magic tricks to escape by disappearing in a cloud of smoke, which Frollo concludes as "Witchcraft". Frollo is left humiliated by the soldiers' incompetence to capture her. After Esmeralda used another one of her magic tricks to vanished out of thin air, Frollo angerly glares at Quasimodo, who apologizes for his disobedient and promising to never leave the bell tower ever again, before returning to Notre Dame. Esmeralda escapes into the catheralda, which is beyond Frollo's reach due to the driven right of sanctuary. However, Phoebus spotted her sneaking inside and follows her, but she fights him to a duel until Phoebus makes it clear that he doesn't want to arrest her. Frollo makes his way into the catheralda and orders him to take her into custody, but Phoebus claims sanctuary for Esmeralda for behalf. Frollo orders Phoebus to dragged Esmeralda out of the catheralda, but the Archdeacon defend her and reminds Frollo to respect the sanctity of the church. Angered, Frollos orders his guard to leave, but he himself behind a pillar.

In The Return: Part 1, Shadow Aaron tell Frollo to bring Cruella De Vil, HIM, Ursula, Freddy Krueger, and Discord to him.
In The Return: Part 2, Frollo gather up many villains for Shadow Aaron to prepare attack in Shadow Joe's base, Frollo also join forces with Shadow Aaron and the villains.

Trivia[]
- Unlike in the film, the Hellfire song is never used in the episode, most likely because the sequence was considered inappropriate for the younger audiences, so the song was never featured in the Character What franchise. However, in the episode, Frollo still mentions "I had a little trouble in the fireplace", suggesting that the song took place off-screen.
