Rouge Arsène is a minor character in the Sonic Legacy series, appearing in the second episode of Legacy Uncut, "You Can't Go Home". She is a member of the Jade Syndicate, a criminal organization that posed a serious challenge to G.U.N., and committed theft for it under the moniker of "The White Phantom" until getting captured.
She is voiced by Cashlin Snow.
Biography[]
As a child, Rouge became orphaned for unknown reasons, but was taken in by a man implied to be a member of the Jade Syndicate. Rouge eventually became a member of said syndicate herself. Working under the name "White Phantom", she committed multiple thefts, stealing countless jewels, paintings and artifacts. One botched theft ended with her partner killed, which traumatised the bat and caused her crime spree to slow down.
Eventually Rouge was captured by G.U.N. agents and brought to the Anvil Station for interrogation. While awaiting it, she freed herself from her handcuffs but made no escape attempts. Captain Tower, who knew of G.U.N. Commander Knight's intentions of recruiting the notorious thief, came into the interrogation room and started questioning the bat about her life of crime. When asked about how she got the position she had in the Syndicate, she took offense when Tower asked if it was through nepotism, claiming she earned everything by working hard, but admitted that she was an orphan and that she slowed down in committing crime after the world around her "turned ugly". After listening to her story, Tower offered her to join G.U.N. in exchange for clearing her crime record, letting her continue doing infiltration missions she enjoyed, and overlooking her subsequent crimes. Rouge agreed to these terms, asking where to sign.

- Rouge is stated to be fifteen during the events of her Legacy Uncut debut episode, three years younger than she is in the games.
- Rouge speaks with a notable French accent.
- Her last name, Arsène, is a reference to Arsène Lupin, a character from stories written by Maurice Leblanc who also had a reputation of a skilled thief.
