The Sierra Enclave is the main villain protagonist faction of the Fallout-themed Hearts of IV mod Enclave Reborn Redux, itself a submod of the Fallout-themed Hearts of Iron IV mod Old World Blues. It is composed of many of the surviving Enclave officials that did not flee to the Capital Wastelands after both the victory of the Chosen One against Frank Horrigan and the Richardson Administration at the conclusion of Fallout 2 and the subsequent wiping out of the Enclave base at Navarro by the New California Republic and the Western Brotherhood of Steel. In the years following the eradication of the Enclave presence in the West, the Enclave finds itself split into two factions, one faction, the Purists, seek to continue the genocidal goals of the original Enclave by all means necessary, while the other faction, the Reformers, is willing to compromise with or even incorporate Wastelanders, Ghouls, and Super Mutants.
While mostly heroic in its' best path under the Reformers, the Reformers of the Sierra Enclave could potentially end up in worse paths as barely better than the various villains plaguing the Wasteland and could potentially maintain a toned-down implementation of the genetic supremacist ideology of the original Enclave. Even in their best route, they will still come to conflict with the NCR due to the past atrocities of the Enclave during Fallout 2 being fresh in the minds of the NCR combined with their canon hardline stance towards survivors form the Enclave. Even if the Sierra Enclave relinquishes their territorial claims over the rest of the US, they can still create a xenophobic society and their alliance with the NCR comes after essentially manipulating NCR politics to get their preferred candidate(Grant Hayes) on top of the elections or to launch a coup against the NCR government.
Storyline in Enclave Reborn[]
At the start of the mod, the Enclave is divided between Douglas Granite's Reformers and Franklin Anderson's Purists, with both sides seeking Sergeant Dornan's support. The player can have him support either one of these factions, leading to their victory in the Enclave elections.
If Purists Come to power[]
If Anderson's purists come to power, they will launch a massive purge of every single Reformer in the Enclave. After consolidating power, they will take over territory in Nevada, killing much of Nevada's population. They will seek to launch a total genocide of all "mutants" and declare the existence of mutations as a whole to be a crime against humanity and God. Any excess population they cannot kill will be enslaved and worked to death. In order to prepare for war against the NCR, the Enclave will restart the Forced Evolutionary Virus project, with the virus to be used against both the NCR and the Brotherhood of Steel. They will also subject their own soldiers to cybernetic implants and cloning experiments to create supersoldiers. The attack of the Enclave on the NCR will see the Enclave use both the FEV and a contaminated varient of the FEV to kill NCR soldiers. As the war progresses, Anderson would seize dictatorial powers for himself and sideline the Enclave congress completely.
After taking over the NCR and the Lost Hills Brotherhood, Anderson will establish a Fascist dictatorship where both suspected mutants and political opponents are directly killed, segregated into slave camps to be worked to death or starved out, used to power various technologies, or experimented on.
If Anderson mounts an expedition to search for MacArthur's Enclave Detachment while at war with the Montana Brotherhood or having defeated it, he will convince Ellen Santiago to adapt Purist ideology with the help of the Secretary of the Interior.
Seeking to expand the Enclave beyond America, the Purists will then launch wars to conquer not just the rest of America, but also Canada and Mexico, with the endgoal of destroying a still-recovering China out of spite over America's destruction in the Great War and potentially taking over the entire world and committing genocide on everyone in the world they deem to be a mutant. Ultimately the plans of the Purists to purify not just North America, but the entire world, escalates to a nuclear war destroying all of humanity and reducing whatever survives this final war to a slow death inside Enclave vaults.
If Reformers Come to Power[]
If Granite and the Reformers come to power, they will through various means purge the Purists and force Anderson to flee the Enclave. They will then take over New Reno, working with the various crime families to maintain their cover from the NCR. After conquering much of Nevada, they can choose to establish a segregated slave-based society modelled after Vault City(with First Citizen Lynette forming a far-right party that encourages this behaviour), treat Wastelanders as human but maintain the supremacist attitudes towards Ghouls and Supermutants(or alternatively integrate Ghouls but reject Super Mutants), or integrate every sentient lifeform in the Wastelands to the point where sentient mutant raccoon and moles end up becoming citizens of the Enclave. During this time various Enclave Remnants like Arcade Gannon, Dr. Henry, and Orion Moreno may flee the NCR and join the Reformer-led Enclave. However, as not all of the Enclave Reformers are happy with Granite in charge, some of the more anti-Granite and authoritarian minded reformers flee to Caesar's Legion and take Enclave technology with them.
The Reformers will prepare for war with the NCR by arming Enclave sympathizers in the NCR to take up arms against the NCR government, before moving in to take the fight to the NCR when the Enclave sympathizers rally for a NCR constitutional convention and are subsequently massacred by the NCR government. After triumphing over the NCR, they will have the choice of actually creating a new democratic society with Grant Hayes as Vice President, or an authoritarian police state where Granite rules as a dictator and Lynette is Vice President(alternatively, Dornan could be a third option as VP), and potentially go back on their pro-mutant reforms if they have enacted such depending on how they handle anti-mutant sympathies in the NCR. They can also choose to finish off the Brotherhood of Steel or bury the hatchet and reintegrate them into the new American Army.
For a fully reformist Enclave, it is possible to expose the genocidal plans of the Enclave during Fallout 2 to everyone, through this will cause mass backlash against the Granite administration and leave the populace wondering if they can ever trust them as a government. Nevertheless, exposing the Enclave's crimes, allowing for transparancy when these crimes are being brought to surface by the commission set up to investigate the truth about the Enclave, purging all whom were directly responsible or complicit in said crimes and ensuring that the victims of the Enclave and Vault-Tec receive reparations is a necessary precondition for the best possible ending, as not exposing the Enclave's crimes, sabotaging efforts to do so, or deliberately botching the effort to implement reparations, will see the new America in the distant future backslide into authoritarianism as they continue to suppress the truth even if Granite restores democracy.
If Granite encounters the MacArthur detachment in Montana, he can recruit Ellen Santiago if she is still alive. Alternatively if Enclave hardliners have overthrown her, the hardliners will try to arrange a meeting between him and the Secretary of the Interior, leader of the Chicago Enclave. Upon becoming aware that the Secretary of the Interior is an extremely fanatical purist, Granite cuts all ties with the Chicago Enclave and prepares for a upcoming war with Chicago. If Martha Santiago overthrows the Enclave detachment in Montana, she will submit to the newly formed United States and Granite will be informed of the threat of the Chicago Enclave. While this plot line currently goes nowhere due to the Midwest not being implemented into the base Old World Blues mod, the Epilogue reveals that Granite emerged victorious.
After this, the Enclave will have to deal with now Enclave-influenced Caesar's Legion and the Washington Brotherhood, with the former being defeated by either Enclave spies infecting him with a strain of the FEV virus causing the Legion to collapse into chaos or the inciting of a mass slave uprising. The Enclave would also have to contend with the possible threat of a reunified China after sending their navy to reclaim Hawaii, with Granite potentially agreeing to a meeting with the Chinese Emperor where he could sign a peace treaty officially ending the Great War or using the treaty as a pretext to kill the Chinese Emperor, causing the entirety of China to plunge into Chaos.
Depending on Granite's choices, he would redeem the legacy of the Enclave and the pre-war US government while also ensuring a democratic and prosperous America going into the 2300s. Alternatively, he would establish a dictatorship around the Enclave where only pure Vault Dwellers and the Enclave have full political rights and mutants are still hunted, enslaved, or killed and end up alienating Arcade Gannon and Grant Hayes. In this case, America would become a fully authoritarian state at war with all in the wasteland leading all of humanity deemed "pure" into the next century.

- Even in "Good Karma" route, reformers still employ and utilized the infamous Colonel Callahan, the new head of the reformed Enclave Intelligence, and infamously known for using, questionable at best, inhumane at worst, methods when dealing with the enemies of the Enclave, such as Brainwashing captured Frumentariis (Caesar Legion's spies) to the point where he thought that he was always an Enclave agent.
