The "Higher-Ups" of the Apostles of the New World are the unseen overarching antagonists of the All Worlds Alliance series. They are firstly mentioned by Chikage Tachibana.
They are the faceless, unseen leaders of the Apostles. Due to this, they serve as the true masters of Chikage Tachibana and the other Apostles members. Not much is currently known about their motives as of late. However, being the Apostles' shadowy leaders themselves, they are directly responsible for most of their subordinates' actions throughout the series.

This in return reveals that Chikage is not the organisation's true leader, but an acting one in place of their physical absence. Currently, however, any of their members remain unknown.
