The IH Cleanser is a recurring antagonist in the Fandom Wiki website and the overarching main antagonist of the Inconsistently Heinous Wiki Chronicles.
He is a manipulative serial killer who manipulates IH's into not standing out anymore by making them do things that make them bog-standard, before killing them and throwing their corpses into the Benchmark Void. If that doesn't work, he tries to strip them of their inconsistency and make them more consistent, thus making them potential targets for The PE Executioner and The NPE Killer. If he promotes an IH to PE, this would provoke Mega Jack Horner due to his hatred towards PEs. He is notably the only one of the Moral Scaling Killers whose name is literal and he actually kills the villains he’s after, rather than it referring to them exclusively just removing the status, thus meaning that the IH Serial Killer wants to commit genocide on the IH status.
This serial killer was always impressed by the idea of a Pure Evil/Complete Monster villain and a Near Pure Evil/Almost Complete Monster villain, the fact that a person could be 100% evil with no chance of going back and the fact that a person could be 75% evil but having a few preventions from it was fascinating to him and changed his worldview forever. Although he's aware CMs and ACMs are terrible people and don't deserve praise, he couldn't help but feel a small obsession for the status, feeling like it was his goal in life to research about it.
As for the Inconsistently Heinous status, he felt like it was completely useless. For him, there's no such thing as an "Barely Evil" person. Either they're a Complete Monster, a few preventions from becoming a Complete Monster or they're actually too standard for either. This thought eventually became an unhealthy obsession, as he would dedicate his entire life to killing IH candidates by the dozen.
Biography[]
The IH Killer originates from an unknown species and he some time became a part of the moral scaling killers. When he learn that some villains can be atrocious and have strong preventions at the same time, this made him really angry so much, to the point he devoted his life to commit genocide on the IH status, which resulted in Waternoose to be terrified at the trapper's ambitions and went to warn Vader that the IH Killer will never stop until he killed all the villains of the IH Status.

Starscream (Transformers: Animated): Makes his so called “too comedic” moments brief so much that he gets promoted to PE and points out that he is one of the more competent Starscreams since the Autobots see him as a legitimate threat and considers this to be his third greatest achievement, which spited Mega Jack Horner.
The Dog (Duck Season): He convinced BONEWORKS to give him a proper backstory and make the other endings legends material, which got promoted him to Pure Evil spited Mega Jack Horner.
Pale Man (Pan's Labyrinth): He convinced Pan to make a DVD Comic that is canon to the movie, giving The Pale Man a clear personality to prevent him from being a generic doomsday villain. This spited Mega Jack Horner even further, making him want to beat the shit out of the Serial Killer.
Megatron/Galvatron (The Transformers '84): Found out that mitigating factors were either made up or didn't hold up at all, and destroyed their proposal. They were subsequently approved as PE not long after. However he sorta forgot about one version of him though...

The One Who Waits: He made his “redemption” non-genuine by pointing out the Lamb is also a villain. So overall, Narinder was just assisting another villain and not a hero.

Kylo Ren: Convinced Hux to destroy an entire star system, as it’d mean Kylo would lose in being more heinous. This act would result in Kylo failing the standards to him, with the IH Killer finishing Kylo off by cutting off his head.
Tony The Talking Clock: Placed the entire situation of Tony killing the three main characters into an in-universe cartoon, making his worst crime non-canon. He initially forgot to kill him, but then caught up with Tony and left his dead body in the house during the TV show’s sixth episode.
Sprout Cloverleaf: Manipulated him into not wanting to commit genocide against the Pegasi or unicorns, reducing him to a regular “kill the heroes” villain, before skewering him and turning him into a carousel horse.
Lord Tirek: Altered his powers so that they wouldn’t explicitly doom Equestria, and then beat him to death with a rock.
Cozy Glow: Got multiple villains to out-heinous her by a wide margin, before killing her the same way he did to Tirek.

This resulted in him being separated from other IH villains, with the IH Killer taking him out with a simple neck snap.

Mr. Burns: Shot him using his "fridgitus horrorous" and "heinous standard maximizer" guns out of spite, causing him to be removed since there are no known consequences that would happen from blocking the sun and him endangering billions came from traumatized theorists.
Reginald Copperbottom: Made his worst action of using a laser rely on fridge horror, since it’s unknown where it will hit, or how much damage it will do. He then forced Reginald into an endless loop of the Revenged ending in Completing the Mission, meaning he’d die over and over again.

Chef Saltbaker: Used Coincidental Bullshit to make almost every death in his work non-permanent, resulting in his worst crime lacking gravity.
King Dice (The Cuphead Show!): Feeling outraged that he somehow got the status while the Devil was a VB, he maximized the Heinous Standards by making the Devil and Henchman responsible for more deaths, making King Dice fail to them. The blowback was that, since both the Devil and Henchman became IH, the IH Killer technically increased the number of IH characters with this action.
Rex Dangervest: Managed to make his "Armamageddon" plot painless and temporary which got him removed due to fridge horror. He also managed to delete his original proposal for some reason, effectively erasing him from the wiki’s universe, and thus existence, completely.
Tord (Eddsworld): He had him drunk on Tom's smirnoff while Tord was playing paintball using real guns, causing Tord to shoot himself while drunk and fail the Heinous Standards to Tom himself.
Loki Laufeyson (Marvel Cinematic Universe): Overclocked the Heinous Standard maximizer to affect the entire MCU, making its Heinous Standards so high, Loki could never hope to stand out. He then followed this up by snapping Loki’s neck like Thanos did.
Negative Numbuh 4: Exposed him for using fridge logic induced nightmares to traumatize people to make his forcing children to work in broccoli mines more heinous and decided to tell everyone that he is a coward, so they all ripped him to shreds.

Stevie Griffin: Gave him so much resources that he can make Bertram more heinous than him. He then dealt with him by stabbing him to death repeatedly.

Lord Crump: He eventually realized he had an opportunity months after a failed removal for Beldam, so he pointed out how Beldam did much worse than him by endangering the entire world, while the worst thing he did was endanger one population. To properly deal with him, he ended up locking Lord Crump in the X-Naut base, causing him to be blown up when the base self destructed.
Captain Grime and Sasha Waybright: He guilt tripped the two into admitting their attempted massacre of Wartwood was fake and that they only wanted to kill Hop Pop, resulting in Grime getting a successful removal and Sasha's page being removed with no rediscussion.
The Chosen One (Animator vs. Animation): Convinced the Dark Lord to create the ViraBot army in hopes of destroying all life across the Internet, making him outheinous the Chosen One as a result. He then deleted the Chosen One’s files to delete him from existence.
Omnidroid 10 (The Incredibles): Furious it somehow gotten approved, he pointed out that no one was hurt by the Omnidroid, causing it to rely on fridge horror and to be banished back to the Benchmark Void with its other versions, where they all destroyed each other in frustration.
Bomber Bill (The Super Mario Bros. Movie): Brainwashed it into only targeting Mario, which made it a typical "kill-the-hero" villain. He then just let it blow itself up afterwards.
Joker (Batman: The Brave and Bold): Pointed out that he never showed any intentions to destroy the solar system and therefore held back on his resources too much, making him fail the heinous standard. He then killed him by bludgeoning him with a crowbar.
The Warden and Sheriff Nichols: Blackmailed the Warden with being raided by the FBI if he didn't make his slavery less heinous, and also brainwashed Sheriff Nichols into not knowing about the Warden's crimes, before sentencing them both to be executed via electric chair.
Mommy Long Legs: Made the developers forget to add moral agency to the Huggy Buddies, which caused her to rely on Fridge Horror since nothing implies that they were sapient when Mommy killed them, which caused her to also fail the Heinous Standards to Huggy Wuggy. And while she later was more heinous by passing the System Standards thanks to participating in the Hour of Joy, she still failed the HS to Catnap and Miss Delight. To get her killed, he informed the player of the grinder, and convinced them to use it on her, which got her killed and assimilated into the Prototype.
Tony Montana: Had him admit to all of his kills (barring Manny's) were self-defense and then shot him afterwards.

Master Kohga: Brainwashed him into doing nothing more than helping Ganondorf in his omnicide attempt along with barely even doing much at all with no crucial/essential role, causing him to fail the Heinous Standards to the 4 regional bosses and later had them kill Master Kohga.
Mr. Garrison: Was found out he never used his presidential power when he could've used it to kill off his enemies and pointed out that Lennart attempted omnicide with lower resources than Garrison, causing the former president and teacher to be sentenced to death by rape, and all his Nukes to activate at the same time.
Four (Battle for Dream Island): Had been multiplied by 0 to become nothing after the IH Killer found out how high his resources were, yet he doesn’t use them for anything heinous.
Saddam Hussein (South Park): Was pissed off at Saddam being IH despite the high heinous standards of South Park, so he blackmailed the Iraqi dictator into admitting his deeds in "Not Without My Anus" that allowed him to weakly keep as IH weren't canon but rather legends, and then threw him off a cliff and impaled him.
Huggy Wuggy: Got the developers of Poppy Playtime to create CatNap and the Hour of Joy to outheinous Huggy, causing him to fail the system standards. This resulted in Huggy getting cut in half by the IH Killer.
Unnamed Mafia Imp: Exposed him as a typical Bully who is a nothing more than a Tuesday killer who does common mass murder thanks to I.M.P. having far more kills than him and then proceeded to have him sentenced to death by rape.
Eustace Bagge: Managed to guilt-trip his proposer into addmitting he was a sockpuppet and also found rule violations in his proposal causing him to be removed with no re-discussion. Since he refused to get out of his chair, the IH Killer disposed of him by turning said chair into a sentient being with sharp teeth, which then mauled Eustace to death.
Vegeta: He exposed that he was proposed by a troll, but before he had a chance to be reproposed, he rescaled Vegeta's actions to be no different to the crimes committed by the other Saiyans and the Frieza Force. He then organised events to make Vegeta die in the same way as a Solid JJ skit.
Fat Buu: He pointed out that Fat Buu only commited his worst acts out of stupidity and that planetary destruction is common in the DBverse like if an Edgelord had an obsession with destroying planets, destroying Buu in the process.
Robert (Pumped Up Kicks): Called to question if any of his actions were carried out at all due to only being in his head. Robert would later have his dick cut off by the Serial Killer.
Mike Ehrmantraut: Coerced him into claiming many of his kills were self-defense. When Mike initially refused, the Killer decided to kill his granddaughter 100 times in an incredibly brutal fashion with Mike watching, causing him to admit so and getting him cut. The torture he was put through was still enough to kill Mike afterwards.
Stain (My Hero Academia): Was enraged that he killed 40 people, but the My Hero Academia writing team told him that lots of villains have killed 40 people, and he'll have to be more specific, so he decided to stab Stain to death.
Simeon Saint: Traveled back in time to convince Dahlia Hawthorne to steal a 2-million-dollar diamond, causing her to go down a trail of murder and lies, all to get Simeon cut for failing the standards to her due to their resources being about equal.
Omni-Man (Comics): In an attempt to remove both versions of Omni-Man, he traveled back in time again to rewrite the comics to make Omni-Man rely too hard on fridge horror to pass the system standards, after which he had a bunch of Viltrumite soldiers beat him to death. However, the writers of the TV series rewrote him to be sufficiently heinous, causing the IH Killer much anger.

Evil Turtle (Amazing World of Gumball): Revealed that she wasn't actually responsible for her pffspring's rampage in Elmore, leaving the rest of her crimes either too standard or too ambiguous. He then cooked her into turtle soup.
Rob (Amazing World of Gumball): After hearing Gumball is gonna get approved he made Rob hold back his resources so much, to the point he becomes a typical "Murder the Heroes" Villain just to blow off some steam. Rather than the Benchmark Void, he instead trapped him in just The Void.
Vanessa/Vanny: Made her be mind controlled and made sure she pale in comparison to William Afton and Gregory by giving her tons of resources and used Syndrome’s philosophy against her thus making her not that special. He then got her torn apart by some animatronics, but unbeknownst to him, she still had unfinished business. Thankfully, he decided to become her teacher due to having the same goals of committing genocide on the IH status, so the 2 formed a truce.
Golden Freddy: Travelled back in time to make William Afton an irredeemable monster, so that Golden Freddy torturing him was a good thing and thus not heinous. However, in this, he accidentally also got the animatronics tortured, which resulted in Golden Freddy being approved, especially considering that William’s torture wasn’t treated as a good deed. The rage from this failed removal resulted in him forcing a few of his past victims into a similar torture loop. The Serial Killer got the awful idea that Mind torture is common as Moon has mind raped Sun with less resources and William has tortured the minds of children. This resulted in the Re-Removal being a successful and erased Golden Freddy from Existence. However, he was revived as one of Vanimikoleena's right-hand man.
El Mago: He somehow made a sockpuppet to get him deleted, but he was re-approved very easily. Fortunately for the IH Killer, he exposed El Mago as a fraud who used nightmares from traumatized theorists and the King and Queen were put in a fate better than death as they felt being turned into mountains was only a mild inconvenience. The Serial Killer sentenced El Mago to existence erasure.
Rumor: He used the Heinous Standards Minimizer on Rumor to limit him to killing Batman's rogue's gallery, making him severely fail the Heinous Standards of the Matsudaverse.
Inconsistently Heinous to Moral Scaling Purgatory[]
Ivaragé: Refusing to deal with another That Time I Got Reincarnated as a Slime IH candidate to be humiliated by, he steals the VB Scout's Moral Agency serum and applies an ton of it on her to not be an Generic Doomsday Villain anymore so by the events of Volume 22 she has a moral agency and personality with that Light Novel unaccessible to English fans which caused her IH Proposal to be canceled and sent to the Moral Scaling Purgatory instead for the time being until it is accessed more.
Inconsistently Heinous to None[]
Peter Mountain, Mr. Lomax, The Crusader, Vukmir, Raša, Otis Driftwood: All of these characters fell victim to the Great Shock Value Purge of '22, which the IH Killer considers his absolute biggest achievement, as a result many IH Villains began to panic as the genocide was very effective. The genocide itself was done by trapping each of them in pocket dimensions where they suffered all the atrocities they did to others, before destroying the pocket dimensions with them still inside.
However, despite the high body count the IH Killer gained by doing this, the Phantom also did this not just to kill them for being IH, but also out of minor disgust and hatred for them due to some of their actions like Vukmir and Raša's rape of newborn babies, Garvey's rape of children, and more.
Chin (Hong Kong 97): Used Coincidental Bullshit to make the game's narrative treat his genocide of Chinese as a heroic act. He still reported his actions to the International Criminal Court, which sentenced him to a life in prison where he was subsequently beaten to death.
FLDSMDFR: Forcefully entered it’s mind, and destroyed it slowly and painfully, reducing it to a non-sentient malfunctioning machine that can barely even qualify as a villain.

Lion of Night: Made Yi Ti mythology paint him as a good guy, turning him into a worshipped character that isn’t shown as villainous.
Jimmy Neutron and Timmy Turner: Pointed out that their actions are either unintentional or Fridge Horror, along with the former failing the Heinous Standards to his evil counterpart. He then had Nanobots delete them both.
Mommy Long Legs (GameToons), Nagato and Gaara: Used a sockpuppet to make their proposals invalid, which got their pages deleted and them retroactively erased.
The Protagonist (Plague Inc.): Convinced the wiki that they likely don't exist, and had their consciousness thrown into limbo.
Larger Meg: Reduced it’s actions to being a typical upscaled predator, he killed the shark by stabbing it to death
Pando (Strange World): Painfully reduced it to a mindless parasite who only attacked the Monsters out of self-defense.
King Dedede (Kirby): He used a plagiarism nuke to destroy the page.
Sark: In the Great Shock Value Purge Of ‘22, the IH Killer getting Sark removed caused him to try to desperately get his status back by doing all his evil deeds. Realising this, the IH Killer decided to use it to his advantage, removing Sark’s shock value to get him to Pure Evil status to piss Mega Jack Horner even further.

Revenant Forte: He made Forte reveal that his backstory is no longer valid, and he actually has moral agency which caused the undead villain to be proposed for NPE and was approved. He was later killed by the NPE Killer.
Lincoln Loud (Enough is Enough), Mr. Grumpy (The Mr. Men Show: Blood), Luan Loud (SmokyCrystal11), The Murderer (Squidward’s Suicide), Rageface, Sark: Just like many of the canon characters mentioned above, all of these characters were casualties of the Great Shock Value Purge of '22, though the last case (that of Sark) ended up as PE instead.

Ra Zombie (JzBoy): Intentionally kept knowledge of what his actions would cause from him, meaning he didn’t know he would destroy the world, and making his worst acts bog standard villainy and typical bullying, which he finished on by watching as he destroyed himself with the sun.

Scooby-Doo (Avocado Animations): He forced Scooby-Doo to admit his redeeming qualities are false by bribing him with Scooby Snacks, and painted the narrative from his perspective to make Scooby-Doo seem far less like a parody. Key word however is seem, as in actuality, Scooby really is a full blown parody with elements about him basically making him impossible to take seriously. But then the IH Killer found out that his victims were perfectly fine with being killed over and over again to the point Scooby relied on offscreen pain and trauma, allowing to kill Scooby and turn him into a typical bully despite his resources.
W.D Gaster (Chocotale): Convinced the creator of the work to edit the moment where he attempted slavery of the underground and his attempt to fire a laser to be fridge horror, traumatizing theorists, and also made it so him creating Alloy was only to assist him with his plans. He killed him by trapping him in the Wing Gaster meme to get thrown off a ledge.
Wade Itzal: Convinced Tabbykitth to make another reboot of Tabbykitth's Tabbyverse to remove Wade's act in destroying a world and its people, and went back in time and created Michanga Azuma to erase a whole universe of Joey's memories to also make Wade fail the heinous standards to him. thus getting him removed and then throw him to Bully Jail where he would be mocked and executed.

Garvey: Like the other pure shock value villains, he had him cut through Great Shock Value Purge of '22. However, he later found out about the controversies surrounding Garvey's work and its creator, and out of disgust he had his page on Villains Fanon Wiki removed as well, even going as far as making him unable to die in his torture pocket dimension.
He forgot he had a remastered version which didn't rely on pure shock value and was inconsistent for other reasons though.

Character specifically made to be a Complete Monster, Robert Robert Robert Robert, Super duper crazily evil psycho bad guy of despicability, Yakko Warner (Yakko's World But He Destroys Every City He Touches). and TV Tropes: All of which were killed during a mass purge he orchestrated upon all joke characters. The way he carried out this purge is by modifying the atmosphere of the IH wiki to suffocate every character who didn't have a sufficient story due to the fact Joke Characters were Heavily Exploited and used Coincidental Bullshit that Insufficient Story equals Shock Value. Though results were mixed, it did succeed in getting rid of these six, which resulted in Real Time FanDub Games Eggman to make an announcement that all joke characters need to go into hiding or they’ll die. Additionally, four of these six lost all remaining traces of their existence a while afterwards.
Grimace (Grimace Shake Memes): He convinced TheAverageDimentio into believing that he can't be IH for unknown reasons (possibly due to a lack of a consistent story), which got them to delete the page out of shame and retroactively erase him from existence.
RhinoBeloved and Tabbykitth07 (Villains Fanon Wiki Chronicles): Guilt-tripped Tabbykitth to opt out of the story and eat a hot chili pepper out of cringe, and convinced everyone that RhinoBeloved failed the Heinous Standards. As a result, he managed to destroy two villains with one stone.
Kris Dreemurr (moonlightgarden): Squeezed the entire work they came from to 1 chapter and 1000 words making the story too insufficient to qualify, which also ended up crushing them to death.
Alastor and Damballa (Hazbin Hotel: Journey to the Light): After finding out that the entire work contained plagiarized content made by Coconut Fred, he called the Exorcists to purge them along with all traces of the work from the community.
Tord and muthaf—ka from across a street (Aishite Roleplay Discord Server): He found out that the link to the work was just another Discord Roleplay that no longer exists, so he cut them from Inconsistently Heinous, which also got the entire world they originated from erased from existence.
Tails (Secret History): He used Coincidental Bullshit to make Tails a darker and edgier character in There's Something About series, and also to stretch time between said series' episodes to abnormal lengths, making his status unclear for the time being, so his page was deleted and hoping that he becomes PE like his possessor Black Noir.
Millie (Why Millie is not the Driver): Compressed the "work" she comes from into a short meme video with nearly zero story, ejecting her from the Inconsistently Heinous Wiki into a spot where her victims' relatives were gathered, and they proceeded to batter her to death.

Ethan Vole: He actually got Ethan cut during the same joke character purge that got Character specifically made to be CM, Robert, Super-duper crazily. Yakko, and TV Tropes nuked, However, Ethan actually faked his death and, after being cut, he simply walked back into the IH wiki as if nothing happened. He then exposed his creator as a problematic user and even then, joke pages like that are all banned now, killing him for real.

Kool Aide Killer: tried to make him suffer from too much Fridge Horror and Shock Value but little did he know, the Kool Aide Killer is mainly an over the top and dark comedic parody of the Kool Aide Man who brutally killed a baker’s dozen of people, Thus causing the IH Killer to kidnap a thousand children.
Beldam: Tried to make people believe she relied on fridge horror due to assuming there was no evidence she intended on the Shadow Queen destroying the world. However, her sister Vivian just around that time published a YouTube video cancelling her for transphobia and knowing attempted omnicide by proxy, meaning she did know what the Shadow Queen would’ve done. The IH Killer however decided to kill her regardless, since even though he’s a murderer, even he’s against transphobia.
Mario (Mario Goes Berserk): He implemented the shock value baseline, which got this version of Mario removed. However, he forgot that this Mario was from a Dorkly video, meaning that his mass murdering of goombas and koopas wasn't taken seriously, and was played for dark comedy, which got him re-approved.
Racist Mario: He convinced people that he fails the shock value baseline, which got him removed. However, he forgot that Racist Mario has a lesson about accepting people that are different from you and that racism is a bad thing, and was played for dark humor, which got him re-approved as IH.
Pinkie Pie (MisterDavie): Was one of the victims of the Great Shock Value Purge of '22, but after it was determined that she wasn't played solely for shock value and that she had enough dark comedy and thematic storyline to count, she had her IH status reinstated.
F (Alphabet Lore): Tried brainwashing everyone into believing that he doesn't deserve sympathy. But failed when it was pointed out that his preventions were too severe, which got him re-approved.
The Blood Warrior 5000, and The NPE Killer (Villains Fanon Wiki Chronicles): Tried using the same excuse to try and get Blood removed, while with a stroke of luck, made people confused on whether the latter two are being removed as well, which made people vote for the latter two as well. But someone pointed out that Blood still stands out by putting a universe in a "And I Must Scream" situation, and that even if he didn't stand out, there was so little connections to the Villains Fanon Wiki Chronicles that everyone, including Blood himself, deemed his work a non-canon spinoff. Meanwhile AI and Rhino failed to him due to mundicide being a typical crimes within the work. To make things worse for the IH Killer, many still voted to keep the latter one of the candidates, which resulted in all two of them remaining on the Inconsistently Heinous Wiki. Though Mr. Cool did loose his IH status later on.
Rodrigo: Failed to know that his resources are lower than Doofensmirtz, which got him approved for Inconsistently Heinous.
El Macho: He claimed that his “take over the world” plot is fridge horror since it’s unknown whether he’s intending to get people killed from it. But it was pointed out that he is willing risk lives to take over the world, resulting in his re-approval and boosting Dr. Nefario's heimousness.
Morizono Aguni: Made him fail to Mira Kano and the other game masters, but didn't bother to check his resources, so he was re-approved.
SMG3: He tried pointing out that SMG3 never intended to use Ztar for evil, thus getting him removed for failing the standards to Mario and Waluigi. However, he forgot to make sure he couldn’t do anything to let him pass the standards, and SMG3 got himself the status again by blowing up the Earth twice, allowing him to pass the standards.
Airy (ONE): Believed that many of his kills were indirect, but eventually figured out that he didn't show any care of them and still put his victims through dangerous situations, resulting in yet another failed attempt.
Heinz Doofenshmirtz: He was initially successful in getting him removed by claiming that he was bog standard and failed the standard, getting him removed for the first time. While Doofenshmirtz got reproposed, the killer was incredibly worried about his actions. However, the proposal was rejected due to the villains apparent reliance on fridge horror. A rediscussion was later made for the candiate which stated how he endangered the universe with his inventions, allowing him to pass and be approved. Due to this event, the Killer spent 1 year screaming and putting 1 person in the rack daily out of nothing but anger. This act would take the lives of hundreds by the end before the Killer came to his senses with this act causing the creation of the Zorthenport, making him Indirectly responsible for the NPE Killer unleashing Zorthenport to torture all of existence.
Chris McLean: He actually managed to get Chris removed by guilttripping the proposer into admitting they haven't seen the work Chris came from which caused him to be removed from the wiki along with his proposal being deleted. However, a user who have actually seen the work managed to get him reproposed and approved, much to The IH Killer's dismay.
Darth Linguine: Tried to make him a bog standard “Kill the heroes” villain but he forgot that Darth Linguine had killed Mario several times over, which makes it heinous enough for personal villainy, so he stabbed the IH Reaper allowing Palpatine to zap the IH Killer to give him nightmares about being thrown into the lava by Linguine and Palpatine.
The Grim Reaper (Folklore): Tried to make him a necessary evil and make his "causing the deaths of all the people in the world" Fridge Horror. But he didn't realize being a necessary evil doesn't detracts from The Grim Reaper's heinousness and that he also sometimes directly kills on his own. Due to this revelation, he was so mad that he decided to secretly brainwash Grand Moff Tarkin to destroy Alderaan out of pure rage to increase the heinous standard of Star Wars.
The Devil (The Cuphead Show!): He cut him due to believing that stealing the souls relied on Fridge Horror. However, it turns out that the Devil had tricked him into believing that, as he gave him an example by stealing Ms. Chalice’s soul, causing the frustrated IH Killer to undo his own action.
Garrett Bobby Ferguson Jr.: He wasn’t able to convince people that he’s taken seriously enough due to Garrett being a giant head.
Gus Fring: He tried to make him fail the baseline by having some of his kills be justified, but not many were convinced, resulting in the failed removal.
Queen (Deltarune): The IH Killer actually succeeded in getting her cut, since he believed that turning people into Werewires and brainwashing them relied on Fridge Horror. But some of the people that became Werewires claimed that they were "sleepwalking through a nightmare", resulting in the Queen being re-approved for committing several FWTDs.
Amanda The Adventurer: He didn’t really see the sympathy about her, so he tried to trick the NPE Wiki into thinking she isn’t really sympathetic, which didn’t work.
Mr. Beast (Avocado Animations): He tried twice to push him into NPE due to being taken seriously in universe. But he failed to acknowledge that he’s played for black comedy by the narrative, so he doesn’t count.

Rui (Demon Slayer): Found out the proposal had false information, so it was deleted, retroactively wiping him from existence. But a someone made a discussion with accurate Information and having less resources, Rui was restored.
Non-Villains (inc. SpongeBob SquarePants, Patrick Star, Star Butterfly, Baljeet Tjinder, Donald Duck, the Tree of Harmony, etc.): Manipulated a user into proposing Ariel for IH, causing a backlash that resulted in a ban on all non-villains from the IH wiki, until Mega Jack Horner found a loop hole which caused most of the deleted non-villains to be promoted back to Inconsistently Heinous which is so much horror for him to watch.
Milim Nava and Veldora Tempest - Was horrified of an double proposal of two Non-Villains at once. He tried to make them suffer from fridge-horror due to their acts being offscreen but the Light Novel added more details and them being shown in flashbacks, plus too much onscreen consequences in the story anyways, are more than enough to stop that stopped that from happening which got the first Double Non-Villain IH Proposal Approved on the Wiki.
Paisley Paver, Donita Donata and Gaston Gourmand: Tried to have Paisley Paver redeem herself but got an long way to go. He gave up trying for Dontina and Gaston since they’re too comedic to be PE and too Heinous to be demoted to VB.
Birthday Boy Blam: He once succeeded in getting him removed from IH by pointing out his sadism (which originally got him approved) was reliant on Word of God. Little did he know that Blam actually tried to destroy the world in a canon tie-in drawing made by Jonochrome, which resulted in him getting re-approved.
Ainz Ooal Gown: He saw him as his worst enemy as he couldn't do anything to fail the heinous standard of his own work since he is the main character and couldn't get him to shed his many redeeming qualities. He sees him as the literal true definition of Inconsistently Heinous.
Megatron (Japanese Generation One): He failed to realize while the USA G1 Megatron is Pure Evil with no redeeming qualities, he was completely unaware of his Japanese counterpart version where he did an ton of heinous crimes yet redeemed himself like IDW Megatron meaning he can't make him even Near Pure Evil nor he can him Benchmark with so many crimes under his belt with him causing the war, driving humanity from Earth or nearly destroying and remaking entire multiverse will be impossible to make him less heinous. He ends up walking away in defeat in annoyance that he basically made USA G1 Megatron Pure Evil for nothing.
Scientist Toilet: Manipulated Capitano Nox to confess he isn't too comedic and as is only minor comedic. After his NPE proposal was made, he brainwashed many users into voting yes to get him approved Near Pure Evil, which caused the NPE Killer to be very pissed as even something that is so silly can be NPE. This later backfired however as the NPE Killer then pointed out that while he's pretty taken seriously, he's still a toilet with a human head popping out of it, demoting him back to IH.
Guy Crimson: Tried to use the Charsima on him to remove his redeeming qualities on him to make him NPE or PE but was immune to it due to him being an Grey Zone character and had his ass kicked hard being tortured by him. He from here out learn Grey Zone characters are plat out immune to the Charisma.
Michael (That Time I Got Reincarnated as a Slime): Manipulated a user to create an Villainous Benchmark page of him but due to it being lazily made and another one was proposing him anyways. He thought he would be NPE due to him having less preventions until it was pointed out his death is played too much for sympathy to be NPE combined with his other preventions stop him from being NPE.
Mr. Puzzles: He showed that Puzzles' story wasn’t over yet, which got him removed for being an early approval. However, he decided to not actually kill Mr Puzzles yet, instead letting him properly finish off his story before pulling the plug. However, to his fear his NPE Proposal was rejected and see an IH Proposal of him actually going through. As backup, he helped him break out of confinement so his arc would be ongoing, though it's too late as his IH proposal ended up getting approved.
Dr. Robotnik (Sonic Cinematic Universe): He originally got him removed when he created the Unnamed Echidna Warrior in order to make him fail the standards, and also tampering with the script of his movie to change Robotnik's "serve as my machines" line from his speech to "service my machines" to make his acts of enslaving the multiverse not given enough weight. He then made him into scrambled eggs and ate said eggs for breakfast. However the VB Scout stole his plagiarism nukes that nuked all of an untrustworthy user's removal pages including his and was revived by the Mater Emerald.

Charisma - Despite the name, it does the opposite as it makes an IH Shed their redeeming qualities to make them NPE and PE like the IA Huntress Kindness Blaster removed corruptions to make heroes NPG and PG. However he discovered works where a large number of villains can't be PEs or even NPEs due to them having too many preventions mainly extremely comedic works where the villains are hardly taken seriously at all or works where the villains are flat out Grey Zones like extremists and On & Offs mainly necessary evil villains do their acts for an greater good are common so as an result they are completely immune to it.
Frigitus Horrorous - Allows an IH's worst act suffer from fridge-horror to the point of demotion to Benchmark.

Allies[]
Vanimikoleena The Inconsistent - They originally hated each other with her hating him for trapping the three villains that make her up in the Benchmark Void. However, upon properly meeting again, and discovering that their goals align perfectly (they both seek complete genocide against all IH Villains in the exact same way), they opted to form an alliance and agree to not harm each other. With this, the IH Killer began teaching her about the various ways he kills IH Villains, so that she can learn from it and potentially use it to take the IH Killer’s place if he ever retired or died.
The Benchmark Void - Formed a business partnership when the IH Killer first became a Moral Scaling Killer, and made a deal in exchange for the two partnering up; the Benchmark Void would provide the IH Killer a place to dispose of his victims, while the IH Killer would provide the Benchmark Void with sustenance from said victims.
IA Huntress - He gets along with IA Huntress quite well due to them sharing hatreds to IH/IA characters and the fact they hate Grey Zone and/or prevention plagued IH/IA characters who are too heinous/admirable to be demoted to VB/HB Benchmark while are impossible to shed preventions to make them PE/PG or even alone an NPE/NPG from works with many of their characters are like that.
Doc Jarate - Another Medic that honored him due to becoming a evil Medic.

This made him hate those types of characters because of it.
