The NPE Killer is the main antagonist in the FANDOM Wiki website, and the overarching antagonist of numerous fictional works. He is a phantom who travels through several dimensions seeking to exterminate the "Near Pure Evil" status. He is also the father of the VB Scout.
Despite what his name implies, he doesn't actually kill Near Pure Evil villains, otherwise he would probably be on the Heroes Fanon Wiki instead of this. Instead, he either manipulates NPEs into losing their redeeming qualities and becoming full Pure Evils or gives them too many mitigating factors to prevent them from being neither.
His archenemy is the admin and de-facto owner of the Near Pure Evil Wiki, Ordeaux26. As he is the only one who is able to undo any kills he makes on a whim, so the NPE Killer must manipulate his way around things to prevent Ordeaux26 from doing so without backlash from the community.
He is based on a recurring joke from the Near Pure Evil Wiki Discord server.
Personality
This Phantom was always impressed by the idea of a Pure Evil/Complete Monster villain, the fact that a person could be 100% evil with no chance of going back was fascinating to him and changed his worldview forever. Although he's aware CMs are terrible people and don't deserve praise, he couldn't help but feel a small obsession for the status, feeling like it was his goal in life to research about it.
As for the Near Pure Evil status, he felt like it was useless. For him, there's no such thing as an "Almost Pure Evil" person. Either they're a few steps away from becoming a Complete Monster or they're actually too redeemable for either. This thought eventually became an unhealthy obsession, as he would dedicate his entire life to prove to the Mental Research Institute that NPE is not a real thing.
As a strategic and cunning Phantom, he's always using his powers for the sake of messing with the NPE Villains' mind in order to manipulate them out of the status. His most common strategy is to enter their mind and pretend to be their sub-conscience and force them to subvert their redeeming qualities or develop more.
When not doing that, he uses his "coincidental bullshit" powers to create specific events that could force the villain to act less or more evil. Just like the villains he tries to manipulate, The NPE Killer is also a individual who's willing to commit crimes and endanger others for the sake of proving his philosophy and, while he's not necessarily proud of his crimes and doesn't really praise the actions of the villains he disciplines, he doesn't feel remorse for them either.
When not doing that corrupting stuff, he's a usually friendly and neutral individual who lives normally like any other Phantom. He's also usually calm and affably even during his manipulations, though he can sometimes get really angry when things are too difficult for him. Although he insists that every single NPE villain is either Pure Evil or neither of the two, he's not above giving up when he can't convince a villain to stop being NPE.
Biography
His name is unknown, but the species he belongs to is called "Phantom". They are non corporeal entities capable of using their powers to affect the real world. This specific phantom was born with the following powers: Annoying Thoughts and Coincidental Bullshit.
His thought ability allows him to appear inside people's minds, usually as a hallucination or inner voice, in order to pretend to be their sub-conscience and manipulate them into doing anything the Phantom wants. His "Coincidental Bullshit" ability allows him to use the Butterfly Effect in order to create the scenario he wants in the real world, by controlling events and actions of other people and objects.
One day, the "Mental Research Institute" revealed to the world that a mental illness known as "Pure Evil" existed. It was a very dangerous and incurable disorder that made the person completely evil and devoid of any redeeming traits. That revelation fascinated The Phantom, the idea that a person could become irredeemable with no way of going back changed his worldview forever. Several years later, the same institution revealed to the world a new permanent mental disorder known as "Near Pure Evil", which was for irredeemable people who were at least 75% close to Pure Evil but still had some traits preventing them from being it.
The Phantom, while interested at first, found the idea stupid, especially the "permanent" part. For him, if a person is close to Pure Evil, they're either about to become it or are on the verge of becoming too redeemable for it. He wanted to prove to the Mental Research Institute that "Near Pure Evil" was not a valid mental status, using his powers, he went on a quest to "cure" most NPE Villains by forcing them out of the status. He was able to "eliminate" most NPEs in the world. However, his most dangerous is Meltdown, to make him heinous enough, he was willing to unleash Zorthenport and torture all of existence just to make him heinous enough to be PE when reviving him and was bummed out he never came.
However, only eliminating NPEs from his world was not enough. To further satisfy his ego, he decided to eliminate the NPEs from other dimensions as well. He made a deal with the "Dimension-Traveling Phantom" where, in exchange of the NPE Killer using his powers to help the Dimension Traveler on his pranks, the Dimension Traveler will take The NPE Killer to other dimensions.
Ever since then, The NPE Killer, with the help of the Dimension-Traveling Phantom, started a quest to "kill" all Near Pure Evils in the multiverse by forcing them to become either Pure Evils, Inconsistently Heinous or Villainous Benchmarks.

Near Pure Evil to Pure Evil
Overall, if a villain is Near Pure Evil because they fail the heinous standards, The NPE Killer will use his Coincidental Bullshit ability to give the villain more opportunities to commit heinous acts and be able to stand out. Sometimes he will also hide or eliminate their resources to make the comparison unfair. Good examples of villains who were affected by this and became PEs are Enmu, Firefly, Muscular, John Godolkin, Meltdown, Colm O'Driscoll, Kash D. Langford, Frank Tenpenny, etc.

- Michael (Lucifer): Turned his insecurity into pure jealousy because apparently subverting one’s insecurity is easy af.
- The Batman Who Laughs: TBWL gained moral agency after the NPE Killer invaded his mind and forced him to watch all seasons of The Good Place 41 times, but Laughs still remained evil and, with his moral agency issues gone, he also became Pure Evil due to how happy with the crimes he committed and being remorseless. Unfortunately for the NPE Killer, this also led to Earth -22 Joker being demoted from PE to NPE as he lost his advantage of being responsible for TBWL's villainy as he only helped BTWL to become evil faster unknowingly.
- The Trickster (Dead by Daylight): Using his annoying thoughts ability, he convinced the Trickster to admit his tragedy is fake.
- Rasputin: He made sure that no heroes appeared during his death to make sure that it isn’t played for laughs.
- Randall Boggs: In the first place, The Scream Extractor was Randall's idea, and he is not Fridge Horror, as his intention to use it to kidnap several children and doom them to their painful fate is revealed onscreen.
- Superwoman: He invaded her mind and jacked it up so Superwoman’s love interest for Owlman is fake and hated him the whole time.
- Krogan: When finding out that his show would be renewed for two more seasons, the NPE Killer manipulated events behind the scenes to dial up Krogan's cruelty to become a worse boss than his allies (notorious for being bad bosses themselves) and commit much worse acts of his own accord, while giving redeeming qualities to Viggo Grimborn to make Krogan worse in comparison, ultimately resulting in Krogan becoming Pure Evil.
- Evelyn Claythorne: Used his Coincidental Bullshit to make her find out she's been helping with Sheridan's plan to send countless Meta Runners to his server, subjecting them to a fate worse than death. Despite this, Evelyn was happy with making people wanting to die, has no remorse for it and willingly assist Sheridan in his plans anyway.
- King Runeard: After Runeard was removed from PE status and was approved as NPE, the NPE Killer flew into a rage, then decided to wait until there were more official works he could get his hands on. Upon hearing about Dangerous Secrets, he managed to change the timeline and increase Runeard's crimes to the point where Runeard was heinous enough for PE.
- Eobard Thawne (Arrowverse): Originally thought to have a slight amount of honor to him, the NPE Killer had twisted the minds of the producers to admit that he confessed to killing Barry's mother out of spite instead of any true honor.
- Mahito: Due to Cursed Spirits being generally Made of Evil, Mahito was thought to lack Moral Agency, and was also thought to have cared for his fellow Disaster Curses. To counter this, the NPE Killer changed the lore and designated the Special Grade Curse Spirits as beings having well-defined personalities and high intelligence, and enacted the Shibuya Incident Arc where Mahito didn't care for Hanami's death and sabotaged his sacrifice to try to kill Yuji and Sukuna and tried to kill Geto without trying to save any of the other Curses from his plans.
- Prince Joachim: Originally thought to be honorable and not heinous enough, NPE Killer used coincidental bullshit to make people think that he threatening of blowing the village up is an attempt that show that he is perfectly willing to do it, meanwhile using Annoying Thoughts to make people believe that Joachim isn’t even honourable, and is out of pragmatic reasons instead.
- Kujou Takayuki: When he found out that he passed the Heinous Standards with the Vision Hunt Decree, causing what was even dubbed by the Traveler from his media of origin to be a fate worse than death, in spite of his off-screen act of dumping the Tatarigami infected refugees of Higi Village into the sea, while blaming the Watatsumi resistance for it, he used his Coincidental Bullshit abilities to make his Vision Hunt Decree look way worse than how it appeared to be stated.
- Princess Shroob: Using his coincidental bullshit, he gave Shroob the opportunity to rescue her sister from the cobalt shards, but she decided not to do it, subverting the only thing that kept her from being Pure Evil.
- Vicious: After some convincing, The NPE killer got Vicious to admit his honor towards spike was false, and using his manipulation, convinced nearly everyone he didn't fail the heinous standard due to bringing up that his resources weren't an issue as he didn't get enough time to use them to their fullest, and he didn't suffer from off screen villainy.
- Cypher Reagan: Using his annoying thoughts, The NPE Killer got Cypher to admit he knew about Smiths plan to kill 250,000 people in Zion, completely ruining any chances of him being sympathetic.
- Firefly (Arkhamverse): After his first removal was rejected, The NPE Killer convinced people Firefly's first proposal was rejected for stupid reasons, allowing him to get re-evaluated and approved once it was brought up that he has less resources then most of the villains in the series, along with the Arkhamverse having too many Pure Evils not being a prevention for him at all.
- Miles Jackson: Using his annoying thoughts, The NPE killer got Miles to admit his love for Erica was false, meaning it was just a case of Fake Tragic.
- Eli Mills: The NPE killers greatest achievement. After getting Mills cut from NPE for being bog standard, The NPE killer thought he had won after Mills constantly got failed re proposals. But it turned out that Mills could be NPE after all thanks to some Fridge Horror that made it likely that he knew how dangerous the Indoraptor was. Realizing he had no alternative, The NPE killer decided to manipulate the events into making sure that Eversoll would ask Mills about weaponizing the dinosaurs, which would lead to Mills telling him that he created a dinosaur with "every bone and muscle designed for killing", finally revealing that he did know how dangerous the dinosaurs he was selling to immoral people were, finally getting rid of his Fridge Horror and allowing him to finally get his final discussion, ending with him becoming Pure Evil.
- William Afton (Fazbear Frights): After he was rejected for failing the heinous standards to Eleanor, the NPE Killer decided to cut down his resources to make him stand out enough to be Pure Evil again. As Afton would say, “I always come back."
- Jindiao: Eliminated his resources and pointed out that it is unfair for him to be compared to Lord Shen, which got him approved.

- Dean and Missy Armitage: He forced them to stop caring for each other and focus on killing Chris. That way, their so called "care" is pragmatic due to both of them sharing the same goal.
- Sentinel Prime (Transformers Film Series): He tried to prove that he's unsympathetic and that his death was karmatic and deserved, but was rejected twice because many believed he was an extremist and cared for his race. However, he pointed out that his god complex overshadowed his extremism, making him a delusional hypocrite. The NPE Killer finally succeeded in pushing Sentinel to be Pure Evil.
- Aldrich Killian: He dug up a prequel comic to Iron Man 3, which showed more of Killian's crimes and made him heinous enough for PE.
- The Supreme Intelligence (Marvel Cinematic Universe): It initially failed the Heinous Standards to Ronan the Accuser. But the NPE Killer pointed out that Ronan's resources are very high as he used an Infinity Stone, while the Supreme Intelligence didn't, allowing the latter to stand out and become a full on Pure Evil.
- Dr. Gaul: He was furious when she was approved for NPE due to her supposedly caring to Snow, despite it being damn obvious that she used him as a pawn. The NPE Killer used Coincidental Bullshit to prove that Dr. Gaul's care towards Snow wasn't genuine, which got her approved for PE.
- Gary Smith: Drugged his medicine to make him admit that he faked his own tragedy and that he committed his crimes for lulz and amusement, making him a full blown Card-Carrying Complete Monster.
- Clockwerk: Used his Coincidental Bullshit to make him provide enough on-screen evidence of his murder of the sly relatives so it being off-screen couldn't hold up anymore causing him to be re-proposed and approved as PE.
- Vangelis: Manipulated his actions to make his slavery and attempted genocide of Munces and Geckles look as horrible as possible, convincing users that he didn't fail the standards to Clouse or anyone else.

- Moon (Five Nights At Freddy’s): He gotten sick of hearing them chanting that it’s “past his bedtime”. So, he rewired them to have moral agency and made them heinous enough to become PE.

- Riff Tamson: He (once again) made his heinousness amplified so he can be re-approved.
- Dr. Meridian: Spoke to Meridian that if he is really broken and had good intentions but Meridian laughs at the NPE killer saying that he has no soul, he faked his own tragedy, and admitting he wanted to damn the world and make it a worse place out of racism against cybertronians, proving that Hobbes was right about Humans are the real monsters.
- Colonel Otto: Despite the fact that Bluey outclassed him in resources, the NPE Killer used Annoying Thoughts to show how selfish and irredeemable Otto is with his heinous actions, unlike Bluey, who only contributed to the genocide of unicorns from the former’s bullsh-t philosophy about the unicorns, and the fact that he has redeeming qualities unlike Otto.
- Cleobulus and Solon: Used his Coincidental Bullshit to amplify their atrocities to make them stand out: with the former nearly causing the destruction of Duscur and the deaths of hundreds of innocents after framing them for the death of King Lambert orchestrated by manipulating Patricia to kill him, and the latter kidnapping and killing Monica to let Kronya infiltrate Garreg Mach and forcing the villagers of Remire Village to kill each other by driving them mad for his own sadistic curiosity.

However, he convinced everyone that he saw his son as an extension to himself rather than caring for him, causing him to be re-proposed and approved.

- Aku: Angry that, after he got Randall approved as PE quite a while back, he was replaced by another villain instead of having the NPE Wiki crumble due to losing their mascot, he blackmailed the writers of Samurai Jack to make Aku's moral agency more clear and to make him be played seriously at the end. This actually worked, and the NPE Killer celebrated... until Aku was replaced by Ursula as the icon. Rumor has it that the NPE Killer spent hours trying to convince Ursula to stop caring for Flotsam and Jetsam, to which she refused.
- Ares (God of War): He convinced everyone Ares doesn't fail the standards to Kratos, particularly with his own actions of ravaging the Greek world with war, killing Kratos's family, giving Deimos to Thanatos to be tortured for eternity as well as trying to destroy Athens.
- Zeus (God of War): Brainwashed Zeus into believing his love for Callisto isn't genuine, as well as pointing out Zeus's actions pre-Pandora Box to convince everyone Fear didn't make Zeus into the paranoid maniac he became, he was born a paranoid maniac and Fear just made him much worse regarding it.

Near Pure Evil to Inconsistently Heinous
The NPE Killer not only does evil deeds to advance his goals, he also does heroic ones as well such as manipulating NPEs to become IH by actually giving them more redeeming qualities to even better, be responsible for their redemption.
- Cheon Seojin: Somehow, gave her several redeeming qualities and made her feel so much remorse to the point of committing suicide. The NPE Killer considers this to be his best achievement.
- Spamton G. Spamton: The NPE Killer later facepalmed when he realized his creation also turned out to be NPE due to him being heinous and irredeemable in the Weird Route. Months later, Toby Fox himself paid the killer a large amount of money to remove Spamton from NPE, so The NPE Killer used half of the money to bribe the verse lords into implementing a new rule that redeeming qualities from all dimensions must be taken into account. He then used the other half of the money to hire The Anomaly and send them on a mission to redeem Spamton, which was a success. With that, all 147895 alternate versions of Spamton were removed from NPE due to at least 1 version of him being redeemed.
- Preston Northwest: At first he convinced everyone that his worst crimes were abusing his daughter and offering to serve Bill Cipher, making him a VB, though Preston later managed to escape the Benchmark Void by proving that he passes the Heinous Standards but is too comedic, becoming IH instead.
- Kuchikukan: He introduced Kuchikukan to the Lunacorn toyline, causing him to obsess over Lunacorns to the point of letting his comical tendencies slip out. The NPE Killer exposed Kuchikukan's secret habits for all to see, rendering him too comedic to be NPE due to sealing his reputation as a laughing stock obsessed with pony toys.
- Audrey II: He told Audrey II that he'd get more people tricked by being as comedic as possible so that he can take over Earth while they don't notice, this obviously though led to him getting cut from NPE, with Audrey's last words being "Oh sh-t!" like in the theatrical cut of Little Shop of Horrors. This also caused the creation of Audrey The Destroyer.
- Laughing Jack: Formerly considered by the NPE Killer to be his second greatest enemy after Ordeaux himself. He had been trying to get him removed for months due to huge agency problems among other things like his tragedy and his Freudian excuse, but he had been able to narrowly dodge getting a removal every single time. It took four failed attempts before he finally managed to get everyone to understand that Laughing Jack's morality was entirely dependent upon his host Isaac's, and that he wouldn't be a sadistic mass-murdering clown if Isaac hadn't been a psychopath. Upon finally getting him removed, the NPE Killer proceeded to go on a relaxing two-week vacation to the Caribbean Islands to celebrate, putting the The Benchmark Void in charge of his standard duties while he was gone.

- Grover Fischeoder: He used one of his previous victims, Burger-Beard's magic book to rewrite the script for The Bob's Burgers Movie to make him as comedic as possible, fully preventing him from being NPE.
- Winifred Sanderson: He convinced the heads at Disney to make Winifred a bit more comedic, and mainly so tragic, that she cared for her sisters, and redeemed when she saw her sister dying, fully preventing her from being NPE.
- Gustavo Fring: A challenge for the NPE Killer due to earlier being headlined in the NPE Wiki. To remove him from NPE, he arranged the release of Better Call Saul and made several scenes with the viewpoint of Fring, playing up his redeeming and sympathetic qualities (more prominently his care for other people), successfully removing him from being NPE.
- Gallaxhar: Like what he did with Grover Fischoeder, he used Burger-Beard's magic book to rewrite the script of Monsters vs. Aliens to make him comedic to the point of not being NPE anymore.
- Aloyse Von Roddenstein: Blackmailed him into having some comedic moments, which caused him to be demoted to Inconsistently Heinous for not being taken seriously enough.
- F (Alphabet Lore): Brainwashed everyone into thinking he's too sympathetic.
- Cecil Terwilliger: Pulled a few pranks on him to give him comedic moments so big he gotten removed.
- Doctor Octopus' Tentacles (Spider-Man 2): They originally qualified to the older rules of the NPE criteria which allowed characters with minimal moral agency even if they don't have a clear personality or characterization. However, the NPE Killer managed to remove the Tentacles once he revised the guidelines to make sure that all NPE villains have a sufficiently clear personality or characterization.
- Dark Stanley: Same reason as Cecil, but he just pointed out that his comedic moments are obvious.
- Lord Crumb: Sent him and his horde of aliens to slaughter all of the citizens of Kaihoro for his fast food chain, intending to make it as comedic as possible. Though some parts of the invasion were actually thought to be played for genuine horror. However, he later brought up how the invasion was meant to be as completely ridiculous and over the top as possible to everyone, getting him cut.
- Lord Takagami: Played several pranks on him, causing him to be cut for being too comedic.
- Bryce Walker: He used Coincidental Bullshit to make him remorseful for his crimes and redeem himself.
- Memphis Stormfront: He pointed out how comedic he was meant to be, which got him pummeled to IH.
- Twisted Alice: He made Bendy and the Dark Revival, in order to make her tragic and sympathetic.
- Joey Drew: Unlike with Twisted Alice, he made him redeem himself in the end.
- James Ironwood: He exposed his proposer's tendency to plagiarize and falsify information, causing Ironwood's proposal to get deleted due to unreliable information.
- Dabi: Out of spite towards his effort to cut All For One being foiled, he filled Dabi's thoughts with remorse and love towards Shoto and fixed his tear ducts so he could cry, making him too sympathetic.
- Ryomen Sukuna: The NPE Killer used a two-pronged attack to demote Sukuna. Firstly, he exposed the original proposer to have collaborated with banned users, thus making him untrustworthy and getting his proposals removed. Then when his re-proposal was getting planned, he ordered the release of the final chapter where he made Sukuna decide that his life of violence was not worth it due to his ignominious death to Mahito's displeasure, and made him admit he has gone soft and told him he would like to reincarnate as a good person if he ever got a second chance, thus deeming him redeemed.
- Clay Puppington: He written out more scenes to show that he’s too sympathetic to be NPE despite how horrible he is.
- Riddler (The Batman Saga): Released the comic book, Riddler: Year One, which added even more to the Riddler's tragic past where he was bullied by the orphans into killing a turtle and even by his coworkers, which made him dip his hands in acid, while making him care for his deceased mother and wanting to return to Arkham after all was said and done, as well as convincing him to let a woman and her child whose father was killed by Carmine Falcone into living the city unharmed.
- Paisley Paver: Brainwashed her into thinking the coral reefs were cool, forcing her to redeeming herself. Unfortunately for the NPE Killer, Miss Power and the TATMR incarnation of Diesel 10 caught the NPE Killer doing this, and beaten him up for an entire week in anger of turning the “PBS Kids NPE trio” into a duo. And when he finally escaped, he was too tired to cut anymore villains for a moment, and took a rest for the day.
Near Pure Evil to Villainous Benchmark
Just like how he can make the villains more heinous, he can also do the opposite. If the Near Pure Evils lack any redeeming qualities, the NPE Killer will use his abilities to make the other villains in the work so heinous that the NPE won’t be able to stand out and become a Villainous Benchmark. Good examples of former NPEs affected by this are: Byeong-gi, Player 278, Kaigaku, Tuco Salamanca, Obadiah Stane (Marvel Cinematic Universe), Chloé Bourgeois, etc.
- Xavier Chavez: By simply showing the likes of Anna the baby killer and Ivan Landsness the serial rapist, he was able to show just how standard Xavier really was in the world of Saw.
- Anna (Jigsaw): After realizing he could get rid of one more Saw NPE, he first attempted have her removed under the notion that she was bog standard, with just two kills. However, after that failed, he attempted to release information, that claimed she didn't fail the heinous standard, and could be PE. But when that also failed, he became furious, and wrote a 200,000 page essay, which explained why she had every prevention he could possibly think of. He then mailed it to everyone in favour of keeping her, giving them no choice but to remove her.
- Russel Van Pelt: He deduced that because he only existed in a video game created by Jumanji, he ended up getting removed for having moral agency issues, along with being bog-standard.
- Burger-Beard: Using his annoying thoughts, he convinced the Burger-Beard to be as standard and comedic as possible, to the point where he couldn’t even be NPE.
- Muddy Grimes: He manipulated everyone into thinking that him knowing about the X-5 Unit was fridge horror, afterwards he made Muddy admit he was just a kill the heroes villain.

- Queen Alexandra Victoria Hannover: While she kept up the façade of being a serial killer of pirates for a while, he blackmailed her into confessing that her most heinous actions were fridge horror and she was no more than a bog-standard kill the heroes villain.
- Akron: He changed his "All things must come to an end" quote to him questioning the meaning of his existence and made his soul absorption rely on Fridge Horror, resulting in him failing the standard to Lance who the NPE Killer brainwashed into attempting omnicide with lesser resources in Epic Battle Fantasy 2 and kidnapping several women for his Earth repopulation plan in Epic Battle Fantasy 5.
- Bill (Diff'rent Strokes): He carefully used his annoying thoughts to make sure Bill didn't (or try to) rape any other woman onscreen and burned any evidence that might imply he did. He then used his annoying thoughts again to make it so the mention of Bill raping other people wasn't plural.
- Koopa General: He carefully manipulated everyone into thinking that the Koopa General's worst acts were all pure fridge horror as it’s likely he didn’t known about Bowser’s plans, so that he would get cut from NPE and fail the Heinous Standards to him.
- Snappity-Snap Fish: He manipulated everyone to believe that the franchise is too lighthearted to have a Near Pure Evil, causing the Snappity-Snap Fish to be kicked out, out, out of the NPE club.
- Hou-Ting: He made the four main antagonists of The Legend of Korra outplay her in resources and heinousness.
- Van Zant: He made it so that no matter how low the resources, Van Zant wouldn't be able to stand out due to crimes of mass murder being extremely common in Dragon Ball, getting him thrown into the Benchmark Void and creating the Van Zant syndrome in the prosses.
- Tao Pai Pai: Same reason as Van Zant, but also made his crimes as an assassin off-screen villainy for good measure.

- Count Dracula (TMNT): Used Coincidental Bullshit to prove that the skeletons in the "closet" is actually in a crypt, which got him removed for relying on fridge horror.
- Satō's Aunt: She psychologically tortured her so much to the point that she became severely amoral, so that all of her heinous acts would be ruled as unintentional.
- Funtime Foxy and Ballora: He altered the game’s code to make the two have less of a role in the game, making them GDVs and failing Heinous Standards.
- Boss Wolf: Like with other removed NPE right-hands, he suppressed his heinousness to only operating under Lord Shen’s orders. He also revealed that he cared for his own army.
- Commander Red (Main Timeline): After a failed removal saying that he failed the standards no matter how low the resources are, the NPE Killer manipulated everyone into seeing that the actions of unleashing Cell to destroy the solar system was way past his death and too indirect, as well as this act being Dr. Gero's and not Red's.
- Dr. Secondopinionson: After finding a loophole in the criteria, he pointed out that raping one person multiple times only counts as one rape and does not pass the baseline, as in order to pass the baseline, their must be multiple victims.
- Baroness von Hellman: He pragmatically helped her destroy any evidence of her previous murders, perhaps too well, as she was removed from the fact that her murders were offscreen and Fridge Horror.
- Velvet (Trolls): Two days after she was approved, he manipulated people into believing her attempted FWTD was not heinous enough, making her fail the Heinous Standards to the Chef and Creek since they have less resources and committed more unique crimes than Velvet.

- Dark Dragon: Exposing the news that the Dark Dragon did in fact have moral agency and his alleged genocide of dragons was fabricated, he managed to convince his biggest rival Ordeaux to delete his page, believing he should've done it sooner. The NPE Killer rewarded himself with a tequila for successfully managing to outsmart his rival.
- Fawful: The NPE Killer used careful manipulation to convince several people that Fawful's omnicide attempt was pure fridge horror. However, some people adamantly disagreed despite his arguments. As a result, Fawful was moved to Moral Scaling Purgatory; the NPE Killer considers this a "messy kill," but still one that got the job done.
Jindiao,Emperor Tachyon, Shuriki, Ash Delgado andJohann:One of the NPE Killer’s biggest achievements, as he managed to use his annoying thoughts ability to make Percival C. - Indra Ōtsutsuki: Was originally deemed as VB due to failing the high heinous standards of Naruto, but after it was pointed out that him murdering his two friends doesn't pass the baseline, his page was deleted.

Near Pure Evil to Complete Monster
Scarlet Spiker: Used to fail the heinous standards to Commander Tartar, even though she had less resources. The NPE Killer, with the help of the inner demons, blackmailed Crystallic (the creator of the verse) into making the heinous standards of his verse more fair, allowing Scarlet to stand out due to having less resources. As a bonus, to guarantee she would be approved, he used his annoying thoughts to give Lieutenant Obsidian the idea to recruit Scarlet, which allowed her to commit more heinous actions.
- Charles Eborock: Couldn't qualify due to insecurity, but the NPE Killer, using the annoying thoughts ability, turned Charles' genuine insecurity into pure egotism. It was surprisingly easy for him.
- Frank (SleepingGuy's Slenderverse): He used his Coincidental Bullshit to make Frank find out that Slenderman and THOUGHT often put ketchup on meat, which made Frank lose all respect and care he previously had for them.
- Mikado Sannoji: He cut down his resources in order to make him as heinous as Kanade.
- Ambush (GH’S): Decided that her insufficient characterization is non-existent, and pushed her NPE proposer into proposing her for PE instead.
Near Pure Evil to Inconsistently Heinous
Wolfalco: He revealed that deep down, Wolfalco had good intentions behind all of his actions, which combined with all of his preventions, was enough to get him cut.
- Miles "Tails" Prower (Where Was My Hero?): Discovered that his backstory was far too tragic and sympathetic for the status, leading him to getting cut.
- Eyes (GH'S): Sent him to anger management classes for around 7 years, so he can finally cool off and be heroic for once, which got him removed from NPE for being on and off, as he’s implied to had revived Light at the end of the video.

Near Pure Evil to Villainous Benchmark
Tatanga (Super Mario: Pearls of Wisdom): He made him confess to the public that he's really just a generic "Take over the world" villain by the end of the day.
- Bowser (Super Mario 63): He had the Orb of Power fully take control of Bowser's actions in the game, making him too amoral to qualify for the status.
- Rena: He made a two hour long YouTube video explaining that she was bog standard.
- Hunter/God Eater: He managed to prove that Hunter never supported Azathoth's plan, and thus was cut for failing the heinous standard
- Jschlatt: Made him fail the heinous standards to other villains in the series, as well as expose him for being too comedic for NPE, thus getting him cut.
- Novisor (GameTunes): The NPE Killer revealed this version of Novisor to be a fraud due to failing the baseline.

- Scooby-Doo (Avocado Animations): Originally failed to keep him Inconsistently Heinous for a while after it was pointed out that his heroism was pragmatic. But he used his Coincidental Bullshit to prove he's a parody of the hatred that the Velma TV Series got, along with the fact that he never intended to destroy the universe, either. As a result, he was cut.....twice.
Near Pure Evil to Deletion
Valentino, Valentine, Vox, Henroin, Lucifer Magne, Azrael, and Crimson (Hazbin Hotel: Journey to the Light): Val's care for Velvet was already screwed up and only a few steps away from disappearing. The NPE Killer managed to make Val subvert his care on his first attempt with only three lines. Later on, the page got deleted outright alongside several other Journey to the Light NPEs when the NPE Killer accidentally gave Valentino plagiarized content. It’s unknown what happened to Valentino or any of the other NPEs after this, as they disappeared when they were removed.
- X (Oceanman's Pastamonsters): This was one of the NPE Killer's most frustrating cases. He was able to add plagiarized content to the entire universe to get every single Pastamonsters villain removed which he expected to include X but he kept managing to dodge deletion from the wiki despite multiple people saying he should be deleted. Until he finally got deleted after over a dozen tries.
- Absolution Arc Zomboss: He emotionally abused Absolutionist to the point he wanted to delete the page because of shame.
- Konstantin Rodzaevsky (The New Order: Last Days of Europe): He harassed Rodzaevsky to the point of feeling remorse and considering suicide. Then, he got the users of the NPE wiki to hear about a potential TNO ending in which Rodzaevsky gave up his own life in remorse.
- Dabi, Izzy Glow, Revenant Forte, and Goto the Destroyer (Tabbykitth’s Tabbyverse): He ended up making the creator reveal that the heinous standard of Tabbykitth's Tabbyverse was high but because there were so many of them, he destroyed all four of them.
- Chris McLean (Total Trauma): He manipulated his work's creator into making him redeem himself, which caused him to delete his page. It's also worth noting that he was proposed way too early on as the story was still ongoing at the time he was approved.
- Jill Roberts and Norman Shelby (Friends I Don't Have): After the PE Executioner removed four PEs as a result of exposing how inconsistent the "work" was that it had no consistency, he convinced Eleeysium to have the "work's" NPEs removed as well.
- Crossroads Trip Server Villains: He got fed up with the work for having a fucked up heinous standards and creator, which lead to Hourglass to remove all of them.
- Artifical Intelligence Android Robot (Grammer 1-4 Practice): He somehow created a BoH work, and then deleted it due to the character being NPE worthy, which got the AI Android Robot to be removed for having no story.
- Luz Noceda (Zombie Universe): He squeezed the entire work that she came from into one image to make it appear too short, which got her page deleted for having no story.
- C.E.O/Maverick Matchitehew: He was the NPE's hardest case of getting a fanon villain off the NPE rank. First, he made the creator think that he was bog-standard only to find out that he somewhat stood out. He then later got his page deleted because of the high heinous standard only to find out several months later that a reboot happened which ended up causing the creator to bring back Maverick Matchitehew since he now was no longer failing the standard. He was later purged thanks to Tabbykitth's request of purging him.
- Shadow Aaron: Hourglass made a deal with him if he removes Shadow Aaron, he gets to be his assistant to remove any BoH work, and so he did. Removing one of the oldest villains from NPE.
Failed Victims
Stu Macher: The NPE Killer’s former second greatest achievement, due to how many mitigating factors he was able to add to the villain. At one point his archenemy Ordeaux26 undid Stu's removal due to biased info from the original removal but the NPE Killer was able to carefully manipulated events so that an unbiased discussion was made and got him removed again despite Ordeaux's best efforts. However, he was later approved for Pure Evil, which caused another problem for the PE Executioner.
- Azathoth Chan: Despite the immense power of the NPE Killer, Azathoth Chan was able to outrun him using his super speed and escape becoming bog standard, despite coming close to getting Azathoth Chan cut, he eventually failed.
- Scissors: The NPE Killer got him temporarily approved as Pure Evil after publishing a newspaper article with tons of evidence proving that its honor was false. However, Scissors was cut from Pure Evil days later after another person (who proclaims himself to be the "PE Executioner") published a newspaper article on how some of its crimes are not taken seriously enough, making Scissors Near Pure Evil again. The kingdom is still confused about what the point of those newspapers are.
- Green Goblin (Raimiverse): The NPE Killer tried repeatedly but, no matter how many times he tried, he couldn't make Green Goblin heinous enough to qualify as Pure Evil, nor could he make his crimes too standard. The Phantom was so angry that he used his abilities to help the heroes defeat Green Goblin.
- Doma: Like Scissors, the NPE Killer got him approved as PE due to having loads of heinous crimes and being a total sociopath. However, Doma was later cut after another person made an article showing how he cares for Shinbou and is too insane.
- CAT: He tried so hard to find possible preventions, but nothing, absolutely nothing. Not too sympathetic, the most heinous villain in the series, CAT had it all. But, CAT had made one fatal mistake. He forgot to kill more, and the NPE Killer got him cut for not passing the baseline. However, later on, his archnemesis Ordeaux found out that the idea that a villain needed 4 murders to pass the baseline was a false rumor spread by the NPE killer so he got CAT's page restored for him being removed on false info. Legends say the NPE killer murdered 12 random people in anger after learning this.
- King (Deltarune): He was very unhappy when he found out King went from Pure Evil to Near Pure Evil. So, he manipulated everyone into believing his attempted genocide was pure fridge horror, and created Spamton G. Spamton to make him fail the heinous standard, giving him too many preventions to be Near Pure Evil in the process. However, as it turns out, King's plans still involved making Lightners "live in despair" and that he threatened to kill dozens, allowing him to pass the standard, much to the phantom's dismay.
- Nathaniel Northwest: He tried using counterarguments for his worst act of causing dozens of lumberjacks to die. However, most people had seen through the arguments and kept him as NPE as he knew about the lumberjacks' deaths and didn't care, much to the Phantom's anger.
- The White Pumpkin: TBA
- The Overlord (Around the Clock at Bikini Bottom): He actually had temporarily succeeded in getting the Overlord approved as PE/CM by giving it lessons about good and evil, with the Overlord choosing to still do evil. However, when the Overlord was exposed as being too comedic and suffering from Fridge Horror, it was cut from PE/CM and brought back to its original NPE status.
- Sir Topham Hatt (Pauls Vids): While his father succeeded in getting him rejected from Pure Evil, along with the NPE Killer succeeding in getting his initial NPE Proposal rejected from NPE for being a parody. Turns out that he didn't realize that Sir Topham Hatt is still taken very seriously (with a couple comedic moments), and he got re-approved for Near Pure Evil, much to his dismay.
- Lyric the Last Ancient: When he found out about Lyric's delusions over technology being the only thing he could trust being his sole prevention, he used his Coincidental Bullshit abilities to give him a moral agency despite this little detail and caused him to become pure evil for over a year, only for the PE Executioner to reverse his actions.
- Vincent (Over The Hedge): Tried to prove that killing animals is system standard since he's a bear, despite knowing that the animals are sapient. But the narrative doesn't see it that way, which got him to remain Near Pure Evil, proving he isn't system standard.
- Chef Bergen: Didn't see that she isn’t system standard as she ate Trolls for selfish reasons.
- Hantengu: He tried to make him fail the Heinous Standards, which didn't work.
- Flowey (Flowey is Not a Good Life Coach): He tried to make him as unsympathetic as possible due to being a Hate Sink, but failed three times, due to his death being unintentionally sympathetic. As a result of repetitive failed proposals, Flowey was blacklisted from PE.
- Cave Spider Queen: He tried to shred her characterization to make her a Generic Doomsday Villain, but he didn't do it correctly as it only gave her more personality.
- Grey (Show Yourself): Claimed that he doesn't pass the baseline of Among Us due to murder being bog-standard. But he failed to find out that Grey's kills were brutal and CG5's video doesn't have the same baseline as Among Us, which caused the removal to be rejected.
- Grem and Acer: He explained that their actions were under Axelrod and Zundapp's orders. But people pointed out that they expressed sadism from committing their acts, and some of their heinous acts were done on their own, allowing them to still be heinous.
- Turbo (Wreck-it Ralph): TBA
- Eggman Nega: Convinced him to do more on-screen crimes and leave evidence for his off-screen ones to stand out, and yet he still managed to fail the standards to Dr. Eggman and The End.
- Big Jack Horner: As revenge for getting cut from Pure Evil, Jack somehow managed to force the PE Executioner to confess that he isn’t a parody due to the IH Killer's influence, which made Jack NPE due to being minor comedic. This made the NPE Killer angry, as not only because Jack was previously rejected in the past, but also because he has a personal dislike for a certain version of him. Later on NPE killer considers him to be the perfect example of a PE villain so he ensures that Jack's crimes are taken seriously and made his music sound intense to ensure he is a serious villain. This failed however because people think Jack is considered too "funny" for a PE. This made NPE killer have a villainous breakdown because there are various PEs like Bill Cipher, Aku, Absolute Solver, and others that are far more comedic than Jack but their PEs status remains unaffected. What is even more worse is that people claim that Jack's crimes are played for "jokes" even though his crimes are taken 100% serious in universe. For example, The scene where Jack uses his men to make a human bridge like a " gag" wan't even played for laughs, it was played with literal horror with Ethical Bug freaking out. Overall, he thinks Jack being on the NPE wiki is a insult to his character and blames his father for removing Jack's PE status.
- Leshy, Heket, Kallamar: They were thought to fail the Heinous Standards to Shamura and The One Who Waits along with supposedly redeeming themselves. However, it was pointed out that their redemption was false as the Lamb is mostly portrayed as morally grey, causing them to be NPE for having a Faux Redemption.

- Mary Jones (Precious): He tried to make her subvert her insecurities and paint her as an uncaring wife to Carl Jones (who’s Pure Evil). Though, she was far too broken to subvert these qualities, making her PE proposal fail.
- Mr. Freeze (Metsudaverse): He tried to brainwash everyone into thinking this version of Freeze subverted his honor towards Commissioner Gordon when he tried to destroy Gotham City, but failed, which caused the proposal to be deleted.
- Shadow Queen (Japanese-dub): While he succeeded in getting her other versions PE, her Japanese version was removed for having honor when she stated she will keep Mario alive if he chooses to become her servant, unlike her other versions who will kill Mario if he makes that choice.

- Leith Pierre: Attempted to make his honor look false and brainwashed people by stating that he was only being sarcastic. While some were brainwashed into believing it’s false, many were able to snap out of it and prove that his honor is genuine, leaving the proposal to be rejected.

- The Lich (Extinct World): Attempted to convince everyone that he was neither genuinely loyal to GOLB nor sympathetic. While he convinced everyone of the former, he failed to do the same with the latter.
- All For One: Annoyed that his arc was ongoing for too long, he travelled back in time to corrupt All for One into being sociopathic from birth and made it so his care for his brother Yoichi was nothing more than treating him as a possession, causing his page to get deleted due to explicitly subverting his redeeming qualities. Then he had All For One's arc conclude by making him literally disappear from existence to ensure he would die an irredeemable villain. However, the PE Executioner made a deal with Kohei Horikoshi in advance to resurrect All For One, using another long story arc as a cover-up for his ultimate plan to make All For One realize he truly did care for his brother after all and to die a sympathetic death realizing he was a lonely man more so than the monster he tried to convince himself to be, thwarting what would've been one of the NPE Killer's biggest achievements.
- Dylan Gould (Movie & Novelization): He attempted to make him become aware of the damage that would be caused from the Battle of Chicago in order to make him outheinous Harold Attinger. While his IDW Comic counterpart was approved, his other counterparts weren’t, as it was pointed out that he still fails to Attinger despite this.

- The Man in The Suit: Tried to make him tragic enough to disqualify but isn't enough though. He was pissed off the series creator canceled it due to harassment meaning he can't make him have more preventions or loose preventions anymore.
- The Cat: Tried to point out that The Cat has move on from his tragedy similar to Ink Demon and Lotso but everyone still thinks The Cat is still affected by his tragedy.
- J: He attempted to point out how she does not care about Tessa since she is aware the solver wears her skin but everyone else still thinks she somehow cares Tessa for some reason.
- Gerald Robotnik (Movie): Tried to make his motivation of destroying the Earth because of Maria Robotnik's death too unexcusable to be justified and say he didn't care about her at all but didn't work. He then tried to make him too comedic and too tragic to be NPE but that too didn't detract him enough to disqualify him either.
- Niles - He had no way to make remove his only redeeming quality or make him too comedic to detract his villainy. He blamed his father for causing it by splitting SMG0 and Niles into two separate characters.
- Mecha Kong - He didn't expect an character like him to be approved and he was very stumped on how to deal with him, he can't him fail since every other villain suffer from "kill the heroes" villainy and those who don't only pass the baseline did simple crimes compared to his shock of Mecha Kong destroying an entire universe meaning making fail the heinous standard was out of the question, he tried to make him too comedic but backfired on him and only made him kept his NPE status, he tried to remove his redeeming qualities by making him bail on the Developer and Mecha Triangle but since Mecha Kong not appeared in Season 4 yet as he failed to comvince Blunt Brothers Productions to give him role due to him wanting to flesh out Rodan and Destoroyah more. He ends up fearing the Developer from the same series is another NPE candidate might be added next.

- His "Coincidental Bullshit" ability is based on the Final Destination Death's abilities, specifically the way Death manipulates events and the actions of others in a "rube goldberg" way to get what it wants.
- He is shown to be holding a broken purple "NPE Approved" padlock.
- The NPE Killer's favorite victims are the ones with moral agency issues. By messing with their minds and making them learn right from wrong, either they will become Pure Evil or realize their actions are wrong and redeem themselves. Either way, they would no longer be NPE.
