Huh, what do you mean Pennywise isn't a scapegoat?
~ The PE Executioner during a conversation with some users.

The PE Executioner is the secondary antagonist of the Fandom Wiki website and an overarching antagonist of pretty much every fictional work. A mysterious creature who's true appearance is unknown, he goes around trying to remove all villains from the "Pure Evil Status", whether official or fanon.

Despite his name, he doesn't actually "kill" Pure Evil villains, but rather goes to great lengths to try and remove villains from the Pure Evil status. He does this because every PE removed will save over 150 trillion galaxies from fates worse than death, and every PE added will prevent one child from getting a free box of pizza on Christmas. He has multiple ways to remove villains, including manipulating them into gaining redeeming qualities, brainwashing people into sympathizing with them, pulling pranks and turning them into a not so serious villain, forcing another villain with similar resources to do even worse stuff (unless it's stuff like rape or needless torture, for some reason the villain does that stuff on their own), writing false stuff about the villain to make them seem amoral, etc.

His weaponry is composed from the Story Cutting Axe, that can cut a villain's arc ending for replacing it with another, the Heinous Minimizer and the Redemption-Forcing virus (both self-explanatory). He also has the many powers, as for example power of mind control people, who is known by his enemies as "Brain Warping Chi".

He is the archenemy of the Villains Admin Hive Mind, a sadistic being that uses propaganda and sorcery to keep/add villains to the Pure Evil Wiki. He also is the father (and now enemy) of the NPE Killer, a phantom that aims to remove all villains from the Near Pure Evil status, even if it means giving them the Pure Evil status.

He is inspired by the NPE Killer, a recurring joke from the Near Pure Evil Wiki Discord server. He was created by Not Mr. 77.

Biography[]

No one nos where he came from. One day, he does not exist and the next day, he does exist.

Personality[]

Despite his name, he isn't as bad as he seems. He believes there all villains have good in them, no matter how vile they are which is why he wants to remove pure evil status from villains as he thinks no one is truly pure evil. He only believes that could either be close to a competently monster but quite, be heinous but have a lot of good in them, or just commit small crime that don't stand out.

Victims[]

Official Works[]

Pure Evil to Near Pure Evil[]

  • Damien Thorn: He made him care for Mark and Satan to ensure he had a mitigating factor, which also caused Thorn to cry in remorse after killing Mark, giving him two mitigating factors in total.
  • Scissors: He manipulated almost everyone on the other wiki into thinking he was a comic relief.
  • Doma: He tortured him to make him too amoral and forced him to fall in love with Shinobu.
  • Chief Iain Vaughn: TBA
  • Sergeant Major Gross: He made him read a script in which he said to love his children.
  • Joker (Earth -22): When his son managed to get The Batman Who Laughs promoted to PE, the PE Executioner retaliated by using TBWL to prove that Joker's venom hadn't been responsible for his evil after all, thus causing him to fail the heinous standards and be demoted to NPE.
  • Bradford Buzzard: He brainwashed him to not use his resources, while making the other villains with less resources more heinous then him in order to make his personal villainy and three kills not heinous enough.
  • DOR-15: He used his Heinous Minimizer to make her brainwash painless to the point she suffered from Fridge Horror.
  • Montgomery de la Cruz: He brainwashed the characters of the show into thinking he deserved sympathy.
  • Jafar (A Whole New World): TBA
  • Alex (A Clockwork Orange): He broke his mind to the point he became sympathetic, and brainwashed everyone into thinking the system standard is too high for him to stand out.
  • Iron-Masked Marauder: By a combination of his HM and the arrival of many villains, he made the Marauder fail the heinous standard.
  • Dark Danny: He forced Future Vlad to tell Danny that the former's evil side dominated DD. When the creators made him return with a comic which subverted his agency problems, he shut their attempts down by forcing them to give Dark Danny a tragedy caused by his world's destruction, leaving him as a traumatized, envious figure afraid of being alone.
  • Dr. Facilier (Disney Chills): TBA
  • The Governor: He brainwashed him so much that he became a complete woobie.
  • Frau Engel: He made Engel love her boyfriend using his brainwashing.
  • King (Deltarune): He forcefully made the king care for his son Lancer and gave him standards against abandoning Darkners, while pulling some pranks to make him have comical moments.
  • Vaneé: He made the Fridge Horror ray and zapped it on this victim, making Vaneé go through a lot of crap throughout the morality wiki's, but got gracious and allowed his son to make Vaneé NPE in the end.
  • Akainu: He made Akainu show respect for Aokiji.
  • Queen Ingrith: Made her accidentally slip out that she cared for her unnamed brother. This was a frustrating victim due to it taking four years for anyone to notice this, which got her removed.
  • Lyric the Last Ancient: A year after he gotten approved, he took him to a therapist who determined that Lyric's Freudian Excuse was legitimate and his tragedy still held up.
  • Kraken (SpongeBob SquarePants): Was mad that a canon SpongeBob character got to be Pure Evil, so he gave him a few detracting comedic moments to prevent him from being Pure Evil.
  • Bonnie (Bonnie's Bakery): Brainwashed Bonnie into caring about Yellow Bear, but when it wasn't obvious enough, he just brainwashed the creator into making a DLC where it implies she has some sort of tragic backstory and made her care apparent.
  • Joker (Injustice): Sent a Nazi spy to join his army and then betray him, so he would make Joker say he hates Nazis for being traitorous bigots.
  • Kevin (Sin City): He made him become disgusted about rape, and also mentioned that he cared for Cardinal Rourke.
  • Turbo (Wreck it Ralph): While he did fail to prove that him getting the Turbotime and Roadblasters characters killed was Fridge Horror, he made his “take over the arcade” plot fridge horror, and his former deed of getting his and the Roadblasters game unplugged be ruled as unintentional.
  • Johan Liebert: One of the PE Executioner’s favorite achievements, upon brainwashing the author into writing the Another Monster follow-up light novel, and re-evaluating the original Monster series, discovering various possible redeeming qualities, confirmed in the light novel, he quickly brought that up, along with a short debate about Johan being Tragic and not Fake Tragic, and Johan would lose the PE title overnight.
  • Admiral Razorbeard: TBA
  • Tsumugi Shirogane (Danganronpa): He revealed that Monokuma outheinoused her in Danganronpa V3: Killing Harmony in contrast to the original Monokuma who was outheinoused in the first two games due to how Killing Harmony is set in a different universe where the first two games are fictional fictional. This resulted in Tsumugi being executed.
  • Big Jack Horner: He forced him to redo all of his lines to make them all as goofy and over-the-top as possible, thus causing the birth of Mega Jack Horner, leading to the infamous PE Massacre. However at one point, Jack managed to force The PE Executioner into confessing that he isn't a parody which actually at one point got him approved NPE after IH thanks thanks the IH Killer's manipulation. He ended regretting doing this later on.
  • Paula Miner: He dug through the game files and revealed a love letter by Paula that was written for a person named Ive, causing her to be removed from Pure Evil due to caring for someone.
  • Bill the Elder: He called him out for lying about the Titan genocide, which got him removed for relying on Fridge Horror.
  • Ekrizdis: He went on to the Wizarding World website and deleted several parts of the site including info related to Ekrizdis' characterization, which got him removed for lacking characterization.
  • Cristu Bulat and Vera Konstantin: He manipulated them into genuinely caring for each other by tipping off Cristu’s father, Tiberiu Bulat (who’s Pure Evil), about the former two trying to kill him. This would lead to his failed murder, resulting in Cristu and Vera being removed from PE. Their removal sparked outrage for some on the wiki, due to the fact that they written to have undeserved sympathy like with what happened to Bryce Walker and Monty de la Cruz from 13 Reasons Why a couple years earlier.
  • Castor and Pollux (Dingo Pictures): He exposed the two canines for lying about their slavery (which is off screen) being the central part of the plot, which caused them to rely on fridge horror, as there was no evidence to prove that they had any physical abuse on the pups that they enslaved (e.g. no bruises or cuts).
  • Rei Shimizu: After Bazilsiraj was exposed for plagiarism, her proposal was deleted. However, the PE Executioner later found out that Rei's worst act of killing people with bugs relies on fridge horror as it isn't explained how long the pain had lasted for her victims, which got her demoted to NPE.
  • Shogo Makishima: When he was unable to convince anyone that he was an extremist, he brainwashed him into having a genuine friendship towards Choe Gu-sung and making him feel angered towards his death, as well as made him want to be an arch-enemy to Shinya Kogami due to Sibyl System wanting to impose its will.
  • Kevin Khatchadourian (Film): He guilt-tripped him into showing remorse for his actions while in prison after threatening him with a death sentence. However, he was revealed to be another victim of Bazilsiraj’s plagiarism spree, which got his removal deleted and him remaining Pure Evil. Though, that was undone when a user re-did his removal.
  • All For One: The PE Executioner was angry after learning his son managed to make AFO subvert his care for his brother Yoichi. To counter this, he broke him during his death in order to make him care for Yoichi again, resulting in an outrageous PE removal. The PE Executioner considers cutting him one of his greatest achievements thus far.
  • Queen Bavmorda: He emailed Disney the idea to create a villain known as The Crone, to reveal that all of Bavmorda's crimes were from her being brainwashed by her (despite already being evil before that), causing her to fail the Heinous Standards. However, this backfired after The Crone was approved for Pure Evil (which was actually before Bavmorda was removed, though he didn't find out until he read Bavmorda's removal proposal).
  • Oswell E. Spencer: The PE Executioner arranged the release of "Resident Evil: Village" and created a new character called Mother Miranda and made her to be Spencer's mentor. • Fight King: Brainwashed everyone into thinking he was too comedic.
  • Bellatrix Lestrange: Brainwashed everyone into thinking she cared about Voldemort beyond fanatical devotion.
  • Acnologia: Much to his delight, the PE Executioner ruled out that Acnologia’s dying words were honorable, rather than out of cowardice, leading to a removal.
  • Yhwach: TBA
  • Hela (Marvel Cinematic Universe): Bribed her into caring about Fenris, while arranging the What If Season 2 to display an alternate Hela's rough childhood due to her father Odin, thus convincing everyone that the Sacred Timeline Hela also had this tragic childhood.
  • Momomichi Ito: Made him fail the Heinous Standards to Ted Chikatilo with the latter’s kill count being much higher, therefore joining Rei Shimizu into the rejected PE club.
  • Flect Turn: Convinced everyone that his tragedy, despite not being excusable, still affected Flect Turn due to the nature of his Quirk distancing him from all of his loved ones, who he still cared for.
  • Ronan The Accuser (Marvel Cinematic Universe): Made him say that he cared for his family members who were killed in the war against Xandar.
  • Venom (Marvel's Spider-Man): Found out about a tie-in comic, which reveals that he is a well-intentioned extremist who genuinely believed that he would be saving humanity by merging them with his own species, but not enslave them. This caused him to be removed from Pure Evil for that reason.
  • Lucifer (Supernatural): TBA
  • Light Yagami (anime): After he failed in convincing anyone that he is a well-intentioned extremist, he made the anime showrunners add extra scenes after Light's defeat where Light hallucinated his younger self without the Death Note to suggest remorse as well as convinced the music department to play sad music, thus making his death sympathetic.
  • Piella Bakewell: His initial attempt at convincing others that Piella still cared for Wallace failed, so he convinced Wallace and Fluffles to be sympathetic towards her death.

Pure Evil to Inconsistently Heinous[]

  • Morgana (Tales of Arcadia): He mind controlled her, her brother and Bellroc for giving Morgana a sympathetic past and eventual redemption.
  • Jeff The Killer (original): Finding out he was auto-approved, he warped his mind in order to make him very tragic and caring for his brother.
  • Herrscher of the Void/Sirin: He spent 47 years to write a list of all things that make her a tragic villain. He considers her his second best result.
  • Bryce Walker: He infected him with a redemption-forcing virus (invented by the PE Executioner himself) and made him die after trying to change and thus making him a scapegoat.
  • Solaris: He destroyed its characterization by revealing that once it is merged from Mephiles and Iblis, it loses its personality and characterization, making it a Generic Doomsday Villain.
  • Martin Brenner: An auto-approved PE. He used the RFV on him turning Brenner into a caring father-figure.
  • Dracula (Castlevania): Upon realizing this version of Dracula became PE by accident, he took advantage of that and pointed out all the issues with him being PE.
  • Caesar Clown: Made him act so comedic that no one took him seriously anymore.
  • Koba: Pulled the same trick as his son did with King Runeard by finding a canon book, which revealed Koba's backstory that got him removed from Pure Evil due to his tragedy still holding up.
  • Shadowman: TBA
  • Kevin Khatchadourian (Novel): This version of Kevin actually had more redeeming qualities than the film version, yet this version lacks characterization.
  • Number 6 (My Hero Academia): He gave him therapy which made him admit that he became the way he was after being manipulated into villainy by All For One and being no more than a pawn to him, and dying a sympathetic death believing nothing about himself worth remembering. During the removal, the PE Executioner also attempted to feed him to the Benchmark Void by making him fail the standards to other villains, but it spat him out because he had way lower resources than them.
  • Megatron (IDW Comics): Gave him his tragic backstory and genuine goals before going to madness plus redeeming him.
  • The Once-Ler (Original Demo): Created a demo version of “let it grow” which implied the Once-Ler’s redemption.

Pure Evil to Villainous Benchmark[]

  • James (Straight Out of Brooklyn): After someone put the rejected template on his remotion, he phone-called an user and convinced him to do a new remotion.
  • John Milton: First attempt to get him removed failed, because many believed that one rape is a MEH crossing. Second attempt, also failed, because many believed that he raped multiple people. After three f-cking long years, he found an Ultanium: the baseline! The PE Executioner argued that most of Milton's sexual harassment crimes were offscreen with no onscreen effects, along with the fact that one rape doesn't pass the horror baseline as it's a common crime in the genre, as Roman Bridger had also raped someone as well. As a result, the admins were given a slap in the face of their mistakes, and kicked John Milton out of the PE club for being bog-standard.
  • Queen La: TBA
  • Thomas Richards: TBA
  • RAT: He convinced RAT's right-hand CAT to kill more than him and thus becoming the more heinous of the duo.
  • Huxley: The PE Executioner blackmailed Huxley into confessing that he was too comedic for PE or NPE and he was no more than a bog-standard kill the heroes villain.
  • Roger Retinz: After manipulating the criteria into being more strict, he convinced everyone that Roger was a bog standard villain all along.

  • Joe (Help! I’m a Fish): Made his “take over the world” plot rely on fridge horror, as it’s unknown how he’ll execute it.
  • Master Control: When he found out that he cannot be removed since he’s taken completely seriously, he blew a fuse and zapped him with the fridge horror way, since his slavery is not shown to be bad enough, resulting in him failing the heinous standards to Commander Harland and Lasagna King.
  • Fecto Elfilis (Kirby and the Forgotten Land): He used his Heinous Minimizer to make Elfilis' actions fail the Heinous Standards so much (especially to one of its fragments, Fecto Forgo), that Elfilis lost its mind and became amoral out of spite.
  • Count Dracula (TMNT): He got him to guiltily admit that the skeletons in the closet were actually in a crypt. This caused Dracula to be removed for relying on Fridge Horror. Though, he did ironically become a Magnificent Baddie in the process.
  • Tantalus: He minimized his heinousness to only a couple of murders and how many of his heinous acts are standard for Greek mythology.
  • Lycaon: Same reason as Tantalus.
  • Albert Tesla: He got him removed by making later villains in Criminal Case out-heinous him.
  • Mickey Fane: TBA
  • King and Queen of The Crown: Used his Heinous Minimizer to make them rely on fridge horror and fail the system standards to the rulers before them, because they didn't know that the Sea Beasts were sapient in the first place, along with the fact that there’s not enough evidence to prove they killed any Sea Beasts themselves.
  • Protagonist (Such Horrible Things): While watching the video of them for the first time, he noticed that there was nothing heinous shown onscreen, contradicting on what the Protagonist said in the lyrics. He revealed the Protagonist as a fraud for relying on fridge horror, and got him removed. Additionally, it later turned out the song was meant as black comedy in the first place.

  • Magellan (The Welkin Weasels): Made the fox suffer from offscreen villainy, causing his downfall to VB.
  • Henry Creel/Vecna: One of The PE Executioner’s biggest achievements. He rewritten the script to give him a tragic backstory by making the controversial stage play revolving around him, where he’s revealed to not be manipulating the Mind Flayer, but the Mind Flayer manipulating him itself! As a result, a Heroes Wiki page was made for him, sparking outrage on the Villains Wiki for how a complex character like Vecna was slightly butchered with this play.
  • Mashtooth, Evil (The Legendary Starfy) & Ogura (Starfy Manga): All three of them were zapped with the Fridge Horror ray which resulted in them getting cut, along with Evil lacking characterization and being a GDV.
  • Rain Man: He exposed the lack of a consistent story for this villain due to existing only because it’s from a conspiracy theory.
  • Nicolai Itchenko: He surfaced some documents revealing that he’s bog-standard compared to Vincent Quaranta, resulting in Nicolai failing the Heinous Standards too much.

  • Robotnik (Sirène): Edited the comic's panels to make it seem like the only sapient beings he attempted to kill were Sonic, Tails, Amy and Alucion, making him fail the baseline.

  • D-Stroy & D-Structs: Plagiarized their proposals when they were about to be approved, which got them deleted.

  • Kichimura Washuu: TBA
  • Poison Ivy (Burton and Schumacherverse): Argued that her sudden shift from a peaceful scientist to a genocidal maniac was caused by the transformation which amounted to moral agency issues.
  • Cinder Fall: He butchered her death to make her sympathetic enough to get cut from Pure Evil, which enraged many users on the Villains Wiki, due to her being a Hate Sink.
  • Sosuke Aizen: TBA
  • Tirac: Was not amused to see a G1 My Little Pony villain with the PE status. So, he zapped him several times with the Fridge Horror ray and tossed him into The Benchmark Void, however Tirac would later be destroyed by the void itself since his fridge horror prevented him from passing the baseline at all.

  • Psycho Pirate (Tommorowverse): TBA
  • Scourge (Warriors): TBA

Pure Evil to Pure Evil[]

  • Mind Flayer: He created Henry Creel to made the Flayer a mindless puppet, but Creel ended up being PE himself and the Mind Flayer page was fused with his, so The Executioner at the end essentially just moved his page. Though it seems the Mind Flayer may be coming back for revenge.

Fanon Works[]

  • Chris McLean (Despair Island): Returned his memories of his late grandmother's cookies, which made him care about his grandmother.

  • Dream (DreamSMP): He decided to switch out the script of the series with a different one to make Dream look more tragic and sympathetic.

Pure Evil/Complete Monster to Inconsistently Heinous[]

  • Black Hiver: The PE Executioner had spread propaganda that stated that a YouTube Poop villain can never be PE regardless of how serious they are in-universe, as he stated that the narrative provides a loophole that makes it where the characters going against a serious villain is the entire joke behind the Hiver's character. This resulted in the Black Hiver getting cut from PE for being too comedic.
  • Executor Vermillion: He intervened with Executor's heinousness obsession by making him no different than the original Sonic.EXE, causing his cut. But just as Executor began to slip back into heinous villainy with the new DLC, he reminded him of his tragedy and gave him a full redemption.
  • The Protagonist (I'M SANE): Made him redo his personality so much, that he became an over the top comedic villain.

Pure Evil/Complete Monster to Villainous Benchmark[]

  • Does Bad Things Guy: He minimized his actions so much that he got outheinoused by all the other villains.
  • Unnamed Zombie Soldier: He used his Heinous Minimizer to make his crimes amount to little more than killing plants like all the other zombies, turning him into a typical “You must die” Bully, as well as making those kills as non-brutal, humane, and painless as possible.
  • Chris McLean (Island of the Slaughtered): He spread fake news that Chris intentionally let The Man In The Woods to murder the other contestants, despite him being genuinely guilty for it (though not out of remorse). As a result of the news being fake, Chris was removed from Pure Evil due to his worst act being out of cowardice and unintentional.

  • Moar Krabs: Got him kicked for being a parody.

  • Springtrap (Tony Crynight): He exposed this version of Afton as a fraud, as he had zero kills and mostly relies on offscreen villainy.
  • LEGO Mario (JDASL): He gotten sick of all the people trying to auto-approve him to the category. So he forced one of those users to make a removal for him. The proposer also gave the PE Executioner some intel on how LEGO Mario's actions are pretty standard and don't pass the baseline as all of his victims are revived at the end of the video, while he uses his RFV to make LEGO Mario seem like an extremist and redeem himself.
  • Hitlerchu.3rdReich: It’s self explanatory: S H O C K V A L U E . . .

Pure Evil/Complete Monster to Pure Good[]

  • SMG0: His best as well as getting the most unique result. He shifted all Zer0 acts on Niles making the real SMG0 a hero without any corrupting factors.

Pure Evil/Complete Monster to None[]

  • It's really easy for him to ban a fanon villain from any wikis, since Villains Fanon is full of Badge of Honor treatment villains. For example, he can easily turn any fanon villain in a shock value-y monster with his Ultra BoH Energywave.
  • Dean Rivers and Perry The Platypus (Duo-Franchise): TBA
  • Taserface, Toad, Grey Gargoyle, Archangel, Grandmaster, Andrea Von Strucker, Andreas Von Strucker, and William Stryker (Marvel Fan-film Universe): Shot them with the Ultra BoH Energywave.

  • Beelzebub, Bethesda, Leviathan, Izzi, Valentino, Cambion Slave Driver, Belphagor, and Yuck (Hazbin Hotel: Journey to the Light): He initially cut Beelzebub after finding out that he developed redeeming qualities, along with failing to remove Belphagor since he passes the Heinous Standards. However, he and the other Killers found out of a controversy where the original work turned out to had been full of plagiarism. As a result, all of them (except Beelzebub, who was already removed) had been wiped from existence as punishment for being from a plagiarized work, and it’s unknown where these villains are now.
  • Tatum Riley, Gaston Roberts, Angelina Tyler, and Ian Mercer (Friends I Don't Have): He destroyed all four of them when he found out that the work does not have a consistent story.
  • The Bureaucrat (The Stupendium): He written him off as just a say-and-don't-do villain to had just ordered his people to commit actions for him, while not becoming more heinous himself due to their actions not being an extension of his crimes.
  • The Darkness (GameToons): Just like with Juno Songs’ Xenophanes, he gave Player the idea to fight the Darkness in a rap battle, causing its seriousness to get dropped and overall got them removed.
  • M (Mario’s Madness): Turns out his questionable sympathetic moment was not confirmed to be canon or non-canon. This caused the PE Executioner to freeze the proposal, resulting in M getting moved to the Moral Scaling Purgatory.
  • Mary Piggy, Ollie Rat, and Felix Fox: Shot them all with the Ultra BoH Energywave.
  • The Prototype (Geypeer): Exposed an admin for making a work that doesn’t exist due to being inaccessible (but confirmed to NOT be BoH), resulting in the character’s removal.
  • In a turn of events, the Moral Scaling Killers jointly committed a major purge on the Villains Fanon Wiki known as the “Inaccessible Work Purge”. On the 12th of April 2024, following the affiliation with the Pure Evil Wiki, a new rule was added that banned villains who originated from private and unpublished works, along with villains whose work only exists on this wiki from being Pure Evil. Many lives were lost during this purge. And Princess Toxic gave them to Mega Jack Horner because she wanted to break a truce with him. These included Lord Vergomoth, THOUGHT, Sir MonoHat, Bowser (Age of Wario), etc.
  • Scout the Chaser: Tabbykitth asked The PE Executioner to purge him.
  • HABIT (The Gray Chronicles): TBA

Failed Victims[]

Official[]

  • Scar: After The Lion Guard he tried to give him moral agency problems by making him poisoned by the strange snake, however many pointed out that Scar was already rotten inside and the poison only accelerated his fall into villainy.
  • The Girlfriend (Do It For Me): He initially succeeded in getting her cut since he thought that the work isn’t consistent. But it turns out the work did have a story, resulting in a re-approval.
  • Abigail Williams: Two times, he considers this his worst failure.
  • Jackal (Gargoyles): TBA
  • Pong Krell: Rumor has it that he burned himself out raising the Star Wars Heinous Standards in order to make Pong Krell fail them, but didn't succeed in his goal due to how plain cruel the guy was.
  • Suguru Kamoshida: He convinced someone that Kamoshida is standard, however many people still believed Kamoshida was heinous enough to remain due to his near lack of resources compared to other villains.
  • Dr. Facilier (Disney): He had a certain controversial user downplay his seriousness, which was shot down so hard, that this certain user was removed from the whitelist.
  • Dark Samus: TBA
  • Chucky: He created Bride of Chucky and Seed of Chucky in order to try and get Chucky cut for being too comedic, however his son made Chucky return to his horror roots with Curse of Chucky and Cult of Chucky, making Chucky serious enough for PE again and failed to manipulate others into believing Chucky had standards, and was unsuccessful in making others think Chucky loved Tiffany for real, rather then an extension of himself.
  • Tengu Shredder: TBA
  • Infinite: He attempted to brainwash the people into seeing him as tragic, but he stumbled and the Villains Admin Hive Mind regained control and stopped him.
  • King Runeard: While at first The PE Executioner succeeded in getting him cut for failing the Heinous Standards to King Westergaard, his son used a new canonical book known as Dangerous Secrets to make him more heinous to get him re-approved. That was the last drop that completely broke their family relationship.
  • Lots-O' Huggin Bear: He brainwashed some users into thinking that Lotso was truly tragic, however many users were immune to his brainwashing, and knew that Lotso faked his own tragedy as he got a better life and wanked his abandonment to exaggerated levels.
  • Miles Jackson: TBA
  • Stu Macher (Scream): Many years ago, the PE Executioner deleted his first proposal due to it having false information. He then manipulated the admins into believing he was a bog-standard “kill-the-hero” villain who fails to Billy Loomis and cares for his parents. However, he managed to slash his way out of the Benchmark Void and gotten approved out of nowhere when it was pointed out that he had a bigger role in the Woodsboro killing spree due to being For the Evulz, he doesn’t truly care for his parents after all but rather hated them, as he only was afraid that he would get in trouble with them for the whole killing spree, and having funny moments that help enhance his villainy.
  • Venom (Raimiverse): He tried to make Eddie Brock a typical bully which got him pummeled to Villainous Benchmark, but later he killed more people and attempted to rape Mary Jane and Gwen Stacy after pointing out he truly hated Gwen Stacy and is a card carrying villain. This allowed Eddie Brock to become PE like the mainstream Cletus Cassidy.
  • Kash D. Langford: Got him to fail the Heinous Standards to the indominus rex, only for his son to get him re-approved because it was unfair to compare him to a dinosaur.
  • Frank Tenpenny: While it seemed like it will be impossible for him to be re-approved, his son used his Coincidental Bullshit to split the GTA series into three different timelines, which caused the Heinous Standards to become lower, allowing Tenpenny to pass.
  • Bobby Hayes: Was thought to fail the Heinous Standards to Astaroth, but it turns out the former had less resources than him, so he was approved.
  • Dr. James Sheridan: The PG Murderer psychologically abused him with his Torture Flare so much that he felt out of the heroic moral scale, and straight into the villainous moral scale.
  • Aldrich Killian (Marvel Cinematic Universe): Initially managed to get him rejected by making everyone believe he failed the Heinous Standards, but the NPE Killer found a canon tie-in comic which made him heinous enough to count.
  • Queen Grimhilde: Tried to pass her off as a "kill-the-hero" villain. But Walt Disney was sneaky, and had made Grimhilde kill innocent people as well, which was enough to prove that she is Pure Evil, much to the Executioner's dismay.
  • The Supreme Intelligence (Marvel Cinematic Universe): He got it to fail to Ronan the Accuser. But he failed to cut down Ronan’s resources a little more as he used an Infinity Stone, which was a much higher resource than what The Supreme Intelligence had.
  • Vicious: He created dozens of mass mundicides to make him fail the heinous standard, but he forgot to check resources and personal villainy, which allowed his son, the NPE Killer, to get Vicious to be re-approved. The Executioner was so angry that he posted an embarrassing baby photo of his son on the web to spite him.
  • Dr. Gaul: His son exposed Gaul for lying about caring for Snow, along with being an easy PE candidate that the PE Executioner overlooked.
  • Gary Smith: Turns out that his son used Coincidental Bullshit to prove that Gary didn't commit his actions from his tragedy, but rather For the Evulz. The PE Executioner also tried to argue that Gary failed the Heinous Standards, since he believed that Bully is set in the GTA 3D universe. However, since there wasn't enough evidence to prove that the work is in GTA despite the Word of God saying it is, he still gotten approved.
  • Water Street Butcher: He attempted to convince everyone that The Poughkeepsie Tapes was pure exploitation, but the argument later fell flat because the work had a moral that documenting the actions of a serial killer would only give them more attention.
  • Beauregard Salt: Initially, the heinous standards were thought to be too high for him to count. But after some discussion, it was found out that the PE Executioner fabricated these claims. Salt was later approved for NPE when it was believed that he had moral agency issues, but that turned out to be fabricated as well.
  • John Ratcliffe: He got him rejected by attempting to pull the same trick as he did with Charles “Trout” Walker where his worst act of genocide fails the system standard and was normal at the time. He also tried to make him as comedic as possible. Unfortunately, he failed to notice how Disney saw through his deception and made Ratcliffe historically inaccurate, along with how events during that time were different without evidence of other genocides. Overall, he was considered one of the PE Executioner’s biggest failures since Queen Grimhilde.
  • SCP-5045-1: He tried to minimize the victims’ suffering of SCP-5045-1’s FWTD by saying that one of the victims stated that it could’ve been worse to make 5045-1 fail the Heinous Standards. But many were quick to point out that this dialogue was too vague, resulting in the removal’s rejection.
  • SCP-106: He found several versions of the story where SCP-106 had redeeming qualities (e.g. the Until Death incarnation). Unfortunately, he failed to find out that these were not made by the same user that had made SCP-106, as many users point out that those stories aren’t canon to the original story and are made for different continuities since the SCP Mythos does not rely on one continuity. This would lead to another rejected SCP Pure Evil Removal. Though, this ironically got the Until Death version of SCP-106 approved for Inconsistently Heinous, while his Once but not Now version was approved for Near Pure Evil.
  • Queen of the Black Puddle: After failing his first removal on her, he made the admins see a documentary of her species that showed she's just a mindless predator... but that documentary turned out to be a fake, and not even a well-done one, resulting in the Queen being re-approved about three years after her removal.
  • Bill Sykes: Initially, he outed him via the Heinous Minimizer for being a bog-standard loan shark. However, it turns out that he was not removed for that reason, and that he was only removed since many mistakenly believed that the work that Sykes is from, Oliver and Company, is in the same universe as other Disney films, which is proven to be false. As a result, he became another Disney villain to be re-approved, which angered the PE Executioner due to the constant re-approvals for said villains.
  • Cruella de Vil (Disney): Apparently, the 101 Dalmatian Street continuity made Cruella find out the dogs’ sapience, and proceeded to pay back her heinousness to get re-approved. This angered the PE Executioner as it was yet again another Disney villain that gotten re-approved.
  • Riff Tamson: After being rejected, approved, and removed once again due to plagiarism, the NPE Killer grew tired of this and made his actions more heinous enough to be approved one more f—king time.
  • Shadow King (Marvel): He cherry-picked an excerpt from a guidebook to claim that he was an embodiment of darkness and evil, but failed to account that it was an informed attribute on the Marvel writers' part. When he tried to amend his mistake, he found out too late that Marvel had retconned beings of darkness such as Mephisto to have human interests, also giving the Shadow King the agency to be as evil as he pleases.
  • Abraxas (Marvel): He tried to reduce Abraxas to being nothing more than an amoral embodiment of chaos, but he embraced his role so much that he broke free of the PE Executioner's influence.
  • Norman Osborn/Green Goblin (Marvel): He was able to manipulate Norman into mourning his son Harry's death and feeling remorse for his crimes, but unbeknownst to him Norman's redeeming qualities came from being forcibly purified by the Sin-Eater, and he had sacrificed Harry to Mephisto in the same arc. The PE Executioner was furious after realizing his efforts were for naught, but once Norman regained his sins and reverted back to his evil self, he threw a tantrum and mass-banned everyone from his Discord server.
  • Qu: TBA
  • Shere Khan (2016): He got his 2016 film and novelization counterparts removed for “killing the heroes” after he previously failed to get them removed a while back. Ironically, it took a few more months for the Novelization counterpart to be removed, despite having committed similar crimes like his 2016 film counterpart. However, it was later ruled that he was only removed due to the common disbelief that the Disney films were connected to each other, even though they're not (especially the live-action films).
  • Singed (League of Legends): He invaded Arcane to rewrite Singed's backstory to give him a daughter to care for, getting his character as a whole cut. Believing his efforts weren't enough, he made Word of God state that Arcane was canon and gave him even more redeeming qualities in Season 2 as well as retconning him into being Corin Reveck. However, his recklessness caused the Arcane timeline to have so many differences from League of Legends that he created a paradox that split the timelines in two which not even Word of God could justify, and thus Singed's League of Legends counterpart who was never given those redeeming qualities was reapproved.
  • Demon King (Seven Deadly Sins): Tried to use this unseen "mother" of Meliodas and Zeldris from a Q&A as an disqualification but due to her not showing or mentioning her let alone any mention of the relationship between her and the Demon King thus doesn’t disqualify him.

Fanon[]

  • Emperor Zomboss: He tried to make the Core Flayer and Eclipso Delpena as heinous as possible to make Zomboss suffer from Van Zant syndrome. While he was successful at first, Zomboss got a second proposal that mentioned Zomboss still had a good attempted kill count with his resources, meaning he can't be compared to the other villains after all, making Zomboss re-approved.
  • Mikado Sannoji: Initially thought to fail the Heinous Standards to Kanade, it turns out he was pretending to use higher resources and had instead used less. The PE Executioner tried arguing about other preventions, only to be ignored along with Mikado getting re-approved by about two votes.
  • Legion (Blueballs Incident): He caused in-fighting on his original proposal about his “comedic” moments to get him blacklisted and sent to the Moral Scaling Purgatory. However, the original proposal was later deleted, so he gotten auto re-approved.
  • Sark: He attempted to make Sark overdo his crimes to the point his work would be considered shock value, but failed to consider that his shocking crimes weren't eclipsing the deep plot and the heroes' capability to show heroism, thus Sark was no longer deemed pure shock value. But he brainwashed the other admins to thinking he IS shock value, and got him deleted. HOWEVER, the Pure Evil criteria suddenly shifted to where fanon villains that were approved for Pure Evil on the Pure Evil Wiki, but not on the other wikis, were automatically considered a Complete Monster. And Sark, well, he actually had an approved Pure Evil proposal on that wiki. This angered the PE Executioner, as the criteria changing had made his hard work become undone.
  • The Scientist (I AM ALIVE): The PE Executioner claimed that she failed the System Standards and the Heinous Standards to some other random scientist that no one pays attention to. This was ultimately false, leading to a rejected removal.

Villain Song[]

Allies[]

  • Valencia Storm - He cares about his daughter and second born.
  • Unnamed Lover - It is unknown but he likely has an female lover of sorts since NPE Killer and Valencia Storm are his children after all.

Neutral[]

  • The NPE Killer - They used to be closer and allies until he promoted too many NPEs to PEs.
  • The VB Scout - He seem to have a positive opinion about his granddaughter though he were annoyed with her promoting several VBs to PEs though was also impressed at the same time of the achievement of promoting an VB to PE.
  • Mega Jack Horner - While Jack hates him, PE Executioner doesn't however, especially since he felt guilty for causing the PE Massacre and the formation of the Moral Scaling Wiki Killers to happen. He was shocked removing one PE caused this much damage.

Enemies[]

  • IH Killer - Originally were allies until they became enemies.

Quotes[]

PE Executioner: Valencia, I am your father.
Valencia: Wait, you’re my dad?
PE Executioner: I can show you our family tree. *He shows Valencia his family tree.*
Valencia: So, this means that the VB Scout is my niece? And the NPE Killer is my brother?

~ The PE Executioner telling Valencia that he is her father.

Trivia[]

  • Despite having a higher kill count, the PE Executioner is arguably less evil than the NPE Killer.
    • That being said he's despised by many for getting many PEs and candidates redeemed at random.
  • Is possible that he has crashed the first account of one the latest users because the latter critiqued his execution.
  • He is aware that he caused Mega Jack Horner to be created and is also aware of all the others villains that are inspired to do the same. He feels immense remorse for this never intended of this to happen. He did not know that removing a villain PE's status could cause that much chaos and destruction and begin to wish he never removed Big Jack Horner from the PE Wiki.
