It is obvious that Malik Bhangu is not a complete monster, for some reasons I will talk in this post.
What is the work?[]
Is something named B.H.A.N.G.U.S, I have searched in the wiki, and not are any another character of the sries, there or in the HFW.
Who is he?[]
Malik Bhangu, is a minor protagonist of B.H.A.N.G.U.S, he is a brainwashed servant of Amanpreet Bhangu, and one of the strongest bhangu servants along Johnua.
I thing you already can see why this guy doesn't cualify.
What he doesn't qualify?[]
As I already said, he is brainwashed, the brainwashed villains never cualify as CM, doesn't matter how horrible crimes has they do.
Even if he wouldn't be brainwashed, he would be a GDV, the page doesn't talk about his personality, his motivations, or even his crimes; this last also makes doubful if he is enought heinous.
Also I am not sure is he is taken enough seriously, if a character became into a villain because he was beaten with something named "dumb-brain power pencil", and gets defeated by Captain Underpants, probably the character is not taken seriously.
