Belphegor is the leader of the sloth ring and the founder of belphetech, and a major antagonist in the series

Why Doesnt He Count?[]

Okay, here is why i dont think he counts, he massively fails the heinous standards, let me explain:

Mass torture is pretty common in the work, and pretty much every overlord does them to some degree (ie: Vox, Alastor, Velvet, Etc) and they have far less resources than belphegor does, remember belphegor is a hell prince, while the overlords are essentially just crime bosses, belphegors so called "Experimentation on people" is just torture with a different name slapped over it, yeah it may be somewhat unique, but in my opinion he holds back far too many resources. He has the complete control over the sloth ring, and could essentially torture thousands if not more, and this is not just out of pragmatism, remember it is confirmed that there are detention camps, belphegor could essentially torture everyone from the camps, or almost everyone but choses not to.

In my opinion, he simply fails the heinous standards to the overlords, hell i am not even sure he does enough to count as Near Pure Evil, going more into it torturing people seems to be pretty standard for a tyrant in my honest opinion, sure his methods are brutal, but we cant ignore the fact that many times a tyrant had conduced mass torture in general works, meaning that he fails both the In-universe standards and The General Standards
