Users have the access to different rights. While anyone is capable of doing nearly everything on the site, which includes editing pages and reading, Content Moderators are able to access a few or some more other functions but less than admins.
Content Moderator abilities
The additional rights:
- Deleting and restoring pages, page histories, and uploaded files.
- protecting a page so it can't be edited or moved by users without admin/content mod rights or autoconfirmed status just the same as how admins can do this.
- They can also delete and restore article comments
- Have the permission to rename files
- They can to use Rollback which is for whenever someone makes edit that's an error or is vandalism.
- Rename and edit completely protected pages
- Patrol pages
- Move and rename pages without leaving a redirect.
Who are the content moderators on this wiki? 
The users who get promoted as a content mod only or is a content and discussions mod. A list of users with content moderator access, see Special:Listusers/content-moderator.

Becoming a content moderator
In order to get this role, an admin with bureaucrat access would be the one to make you a content mod. You could simply ask on the community portal or Forum, or just ask a bureaucrat directly on his or her message wall and explain why you want/deserve this.
