Vladimir Volfovich Zhirinovsky is a major antagonist in Hearts of Iron 4 mod The Fire Rises. He is a Russian Right-Wing Populist Politician who serves the Leader of the Ultranationalist Liberal Democratic Party of Russia.
He is one of the potential candidates for the Russian Snap Election following Putin's resignation or death (depending on player’s choice) who can end up becoming the President of the Russian Federation. He is potentially the main antagonist of Europe’s storyline, and potentially the villainous protagonist of Russia’s storyline (should the player choose to play as Russia.)
Biography[]
Zhirinovsky was born in Alma-Ata (now Almaty), 1946. Under the birth name ‘Eidelshtein.‘ Later he inherited his surname ‘Zhirinovsky’ through his mother’s first husband. In 1964, Zhirinovsky moved from Almaty to Moscow, starting his studies. First studing in the Department of Turkish Studies, Institute of Asian and African Countries at the Moscow State University, which he later graduated in 1969. During the early 1970s, Zhirinovsky entered Military Service and served at posts in state committes and unions.
In 1991, he founded the Liberal Democratic Party of the Soviet Union, which was later renamed the Liberal Democratic Party of Russia (LDPR) following the dissolution of the Soviet Union. He gained notorious attention for his outspoken and inflammatory speeches, advocating for the restoration of a Russian Hegemony, and protecting its identity. In 1993, his party gained 23% of the votes in the 1993 Duma election, being the height of the party's success. The success of the Party encouraged Zhirinovsky to run for the Presidency once again, against Boris Yeltsin in 1996.
His positions have been described as fascist, while Zhirinovsky himself objected to the characteristics of the ideology. During Putin's Presidency, Zhirinovsky had a complex relation with the President, being initially a fierce critic to the establishment, while overtime he came to support Putin on many issues, despite Zhirinovsky maintaining some independent stances.

Should Zhirinovsky win the 2022 Presidential Election, he will install a dictatorship either by taking a Hardline stance that establishes an ultranationalist dictatorship, or through a more guiding hand that reinforces his Presidential Dictatorship, depending on the player's choice. Zhirinovsky is faced between two factions, the Reformists led by Leonid Slutsky, who see Russia as a National Democracy and reject the more totalitarian practices, even favouring a restoration of the monarchy. The other faction is the Hawks or 'Turbozhirinovtsy' led by Vasily Vlasov, who are young party members focusing on a strong nation-state Russia with no places for democracy, oligarchs, and foreigners, opposing the Reformists' ideals.
After dissolving the Duma and handling the fates of United Russia and the CPRF, Zhirinovsky would eventually face resistance by both factions, with the foundation of "League of Russian Democracy" and "The New Restoration" serving as Secret Organizations opposed to Zhirinovsky's dictatorship in the 'Secret War.' Because of the Secret Organizations, Zhirinovsky places Russia under a State of Emergency, which would last until both organizations are eliminated.
The player would have two choices in settling the future for the party itself. One option is to implement the Party's values that would turn LDPR's Russia into a National Democracy, and empower the Reformists' agenda in the Balance of Power. The opposite choice is to reorganize the Party as Vlasov argues. This involves Zhirinovsky empowering his authority and turning the LDPR into a One-Party Dictatorship, along with empowering the Hawks in the Balance of Power.
In regards to the Military, Zhirinovsky shares the same focus tree with both Medvedev and the CPRF. Having the option to implement the deep battle doctrine, which keeps Shoigu as Defense Minister, or implement the Gerasimov Doctrine that replaces Shoigu with Belousov.
